The election of the Vice President of the Assembly of the Republic fails again

Chega presented a deputy for the third time this Thursday as a candidate for the Vice-Presidency of the Assembly of the Republic and, as in the two previous times, was unable to choose.

With the vote to be conducted in a ballot box, the candidacy of deputy – and candidate for MP – Rui Paulo Sousa was rejected by a wide margin: of the 213 deputies who voted, 64 votes were counted in favor and 137 blank votes. The rest was zero.

After Diogo Pacheco de Amorim and Gabriel Mithá Ribeiro, Chega failed again in the elections.

More than 50 failed elections in history

Before Chega’s new rejection of a candidate for vice president of parliament, there have been more than 50 failed elections to the Office of the Assembly of the Republic since the establishment of democracy.

In PS, PSD, CDS, PRD and PCP, candidates were rejected by their peers. Nearly all were elected on the second, third, or fourth ballot, but some withdrew their candidacy, and the Bureau of the Assembly had been working with one less vice president for three years, from 1995 to 1998.

The period with the most failed elections, above 30, it was the V legislator, between 1987 and 1991, when the PSD had an absolute majority and candidates for vice presidents such as António Marques Júnior, of the PRD, and Ferraz de Abreu, of the PS, repeatedly failed to get the necessary votes. It was also the case with Cláudio Percheiro and Apolónia Teixeiraproposed by the PCP for secretaries or deputy secretaries.

At that time, the Office of the Assembly of the Republic was elected at the beginning of each legislative session, and some candidatures were repeated annually and rejected in succession, although on the third ballot, all the missing members managed to be elected.

As for the presidency of the Assembly of the Republic, Leonardo Ribeiro de Almeida, of the PSD, needed four elections to be elected president, against Teófilo Carvalho dos Santos, of the PS, in 1982, in the Second Legislature, in which there was a majority of the Democratic Alliance (AD ) between PSD , CDS and PPM.

also with PSD and CDS-PP in majority, in 2011, in the XII Legislature, Fernando Nobre failed to run for two consecutive elections for the president of parliament and did not run for a third. In his place, the Social Democrats later proposed Assunção Esteves, elected on the first attempt.

In the midst of the First Legislature, in 1978, even though he was the only candidate, Teófilo Carvalho dos Santos, from PS, needed two votes to be elected President of the Assembly of the Republic. The same happened in the next legislature, with Francisco Oliveira Dias, of the CDS, who faced Teófilo Carvalho dos Santos, in 1981, during the AD era.

In the VI Legislature, in 1991, second absolute majority of the PSD, António Barbosa de Melo, of the PSDagainst Alberto Oliveira e Silva, of the PS, only came second in 1991.

In 1995, in the VII Legislature, with the PS in government, although without an absolute majority of deputies, two candidates proposed by the CDS-PP for Vice-President and Secretary of the Assembly Council, respectively, Krus Abecasis and Helena Santo failed three times in the elections and withdrew the candidatures.

Krus Abecasis was eventually elected vice president in late 1998, five months before his death, after more than three years.

The results of these elections are published in the newspapers of the Assembly of the Republic.

On March 31 of this year, at the start of the XV Legislature, there were three unsuccessful elections for the vice president of parliament, first the candidates of Chega Diogo Pacheco de Amorim, and later Gabriel Mithá Ribeiro, and the liberal initiative João Cotrim de Figueiredoa party that subsequently refused to propose any more candidates.
