Sharp price increase for registration cards in eight regions in 2025

On average in France, the increase in regional registration tax amounts to 11% and electric cars are exempt.

The price of registration cards, essentially made up of the regional registration tax decided by each region, has increased significantly this year in eight regions, according to official data from the administration. Normandy increased this tax from 46 to 60 euros per fiscal horse on January 1, 2025 (+30.4%) after increasing it from 35 to 46 euros on January 1, 2024, or +71% in 2 years.

The price of the fiscal horse also increased from 55 to 60 euros in the Centre-Val de Loire region, from 51.20 to 59 euros in Provence-Alpes-Côte d’Azur, from 45 to 53 euros in Nouvelle-Aquitaine (+17.7 %) and from 27 to 43 euros in Corsica (+59%), indicates the official website service-public.fr. On February 1, 2025, the tax will increase from 55 to 60 euros per fiscal horse in Brittany, from 48 to 60 euros in the Grand Est region (+25%) and from 51 to 57 euros in Réunion. In other regions, it remained stable, from 30 euros in Martinique to 54.95 euros in Île-de-France. Thus, in 2025, the regional tax will amount to 420 euros in Normandy for a 7 HP car, compared to 253 euros in Haute-France.

2 billion euros of income for the regions in 2023

On average in France, the increase in this tax amounts to 11%. Electric cars are exempt. The level of 60 euros is the maximum limit authorized at the national level, knowing that Michel Barnier’s budget had to raise it to 65 euros, to allow the regions to partially compensate for the savings that were asked of them.

This tax contributed to the regions around 2 billion euros in 2023, according to the Régions de France (RdF) association, or between 7 and 8% of the regions’ resources. But it is in structural decline (it raised 2.3 billion in 2020) due to the increase in sales of electric cars and the fall in sales of thermal cars.

The finances of the regions are in the red, while Barnier’s budget anticipated savings of 1.3 billion in their expenses. Régions de France therefore asks that regions be able to “adapt the exemption for electric cars if they wish.” For Normandy, its increase will allow it to obtain an additional 36 million euros, its vice president Virginie Carolo-Lutrot told the press.
