Are you essential purchase help to support sales of electric cars? Although the ecological bonus decreased abruptly at the end of 2024, the market has been established since the beginning of the year in France: -7.3% from January to May compared to the same period last year.
In this context, the government is considering increasing purchase help amounts. A decree draft must be submitted during the next Superior Energy Council (CSE) on June 17 and the text, if adopted, would be applied as of July 1, according to the context of the media, which states that the over 2025 of the Ecological Bonus financed by the State is almost exhausted according to the sources of the sector.
Trust energy savings certificates
With this limited budget envelope, the Government plans to finance the ecological bonus, a main help for the purchase of an electric vehicle, through “Energy Savings Certificates” (CEE), paid by energy suppliers and increase the amounts, also indicate the ECOS in an article published this Thursday, June 5.
The “energy savings certificates” are a device based on the principle of polluting payments that force energy suppliers, “forces” to finance actions to reduce energy consumption and improve energy efficiency.
Specifically, an energy provider gives a home subsidy to replace its boiler with a fuel for an electric heat pump, in exchange for which an EEC obtains. Every four years, it must justify that it has reached the quantitative objective of the EEC established by the State.
Towards a bonus that increases to 3,100 euros?
The government plans to strongly redirect this system, which represents a colossal wrapping of 4 to 6 billion euros each year, towards the decarbonation of mobility and the improvement of the energy performance of the house.
The CSE should already examine a text draft at the end of May that provides to guide the financing of the “social lease” of electric vehicles, until now provided by public aid, to CEE.
For the most modest or precarious households of energy “(category that would also be directed to a broader audience), the ecological bonus for the purchase of a new light vehicle would go from 4,000 to 4,200 euros.
But above all, it would go from 2,000 to 3,100 for other homes (without income condition), which represent the main buyers of 100%electric cars.
Perverse effects of bonus hope
However, this solution, if it is not quickly confirmed with this implementation on July 1, could destabilize the market: buyers could repel their purchase in the hope of benefiting from greater help, later in the year or even in 2026.
A similar situation, in addition, since the Government has communicated in the return of the social lease next September: this very expensive system that had allowed low -income homes to have a long -term rental car to more or less 100 euros per month last year.
“This penalizes our sales of affordable electric cars, with part of the audience that pushes their purchases at the beginning of the school year while they hope to know if they can benefit from the social lease,” said the head of a large brand of French cars recently.
In this file, the use of the EEC had also been mentioned, with a division by two of the amount of help that covers this social lease, of 13,000 euros last year.
