What do you risk if you do not make an appointment for the technical review of your motorcycle or scooter after October 1? The answer is clear and unequivocal: nothing. Initially announced to take effect this Saturday, and after several twists and turns in the courts, the measure may never see the light of day.
“On this subject, there is nothing. France has canceled this European obligation using an exception, which is perfectly legal”, rejoices with BFM Business Didier Renoux, head of communication for the FFMC (French Federation of angry motorcyclists).
For its part, the Respire association, a party interested in the application of this directive, notes this situation with dismay.
“A sentence annulled the decree that imposed the technical control but without giving a date of protection for a future application. The consequence is to put us in the most total vagueness, but in the meantime, there will be no technical control of motorized two-wheelers. “, laments Tony Renucci, general manager of Respire.
alternative measures
We ask the Ministry of Transport to enlighten us on the subject.
“Alternative measures to the establishment of a technical inspection for motorized two-wheelers have been notified to the European Commission, as allowed by the European text,” the firm Clément Beaune told BFM Business.
These measures are related to the two points that technical control tries to resolve, namely, the improvement of road safety and air and noise pollution. On the first point, the Ministry of Transport recalls the recent “driver’s license reform, the use of safety equipment, the implementation of safety devices, the strengthening of departmental road safety action plans, the improvement of infrastructure”.
In the second, the Government is committed to experimenting with sound radars, the fight against the change of exhaust pipe as well as the establishment of low-emission mobility zones that restrict the circulation of the most polluting vehicles. Finally, the aid for the reconversion of the oldest vehicle fleet encourages the owners of noisy and polluting vehicles.
“Therefore, the government repealed, by decree of July 25, 2022, the decree of August 2021 that had established the technical control of motorized two-wheelers,” the Ministry of Transport confirmed to us.
At this stage, therefore, there will be no technical control on October 1. In any case, the control centers were not prepared to receive the vehicles, nor to carry out the tests. As the regulations stand, there will probably never be a technical inspection of two-wheelers in France, as well as in other European countries, Finland, Ireland and the Netherlands, which will not apply the European directive.
