Recipes at the top. Penalized by the health crisis in 2020, the State’s tax resources continued with the recovery that began last year in 2021. Income Tax, VAT, Corporate Tax… The main taxes and fees generated record figures in 2022, according to the latest report from the General Directorate of Public Finance. General description.
• VAT
With inflation and the increase in the number of collecting companies (+524,000), VAT collection jumped in 2022, to 272,812 million euros, 30,000 million more than in 2021.
Of this sum, State revenue represented 170.9 billion euros (+19.2 billion). Local authorities received 40.9 billion euros, after 37.4 billion in 2021.
• Income tax
In 2022, the State received 109,800 million euros of gross income from personal income tax, before returns and allowances. This is 10 billion euros more than a year earlier. An increase that is explained, in particular, by the increase in the number of tax households (40.3 million), of which almost 18 million paid taxes last year, compared to 17.6 in 2021.
It should also be noted that 29 million tax returns were completed online on the tax site and 10.8 million returns resulted in automatic taxes.
• Corporation tax
Corporate tax generated €86.8bn in gross revenue in 2022, compared with €74.5bn in 2021, and the number of companies subject to tax increased by more than 200,000 during the period, to 3.1m.
In January, Gabriel Attal already announced that the income of the SI had reached “a record” in 2022. “This shows above all that our choice to lower taxes is strategically correct. (…) Taxing less is a lever for competitiveness and attractive for it to generate income”, explained the Delegate Minister of Public Accounts in le figaro.
Note that the digital services tax, sometimes nicknamed the “Gafa tax” because it targets digital giants, generated €621 million in 2022 (+147 million in one year).
• Tax on real estate wealth
Successor to the ISF, the property wealth tax (IFI) contributed 2,350 million euros to the State in 2022, having filed that same year about 164,000 returns. Revenues increased by €250 million compared to 2021 and by €337 million compared to 2020.
• Housing tax and property tax
At €24.3 billion in 2020, housing tax revenue fell in 2021 due to the phasing out of this tax. In 2022, only the richest 20% were still paying it while benefiting from a 65% reduction. As a result, the housing tax collected 3,000 million euros last year. Since 2023, the housing tax only affects second homes.
So far, the abolition of the municipal tax does not appear to have resulted in a large increase in property tax. Indeed, the resources generated by this tax have increased “only” by 2,500 million between 2021 and 2022 to reach 46,200 million euros. However, historic property tax increases are expected in 2023.
• Tax audit
Income from tax adjustments increased again in 2022, up to 14,600 million euros, compared to 13,400 million in 2021. More specifically, these are fees and penalties whose recovery was requested by the administration. The amounts collected after a tax audit amounted to 10.6 billion euros last year. A level close to that observed in 2021 (10.7 billion).
