Energy, diets, payroll, real estate… Everything that changes on July 1

Between the end of regulated gas sales rates and its tariff shield, the introduction of the net social amount in payrolls or the revaluation of unemployment benefits and the index point for civil servants, the month of July is accompanied by many changes .

Although the school holidays are imminent, the beginning of the month of July is synonymous with more or less significant changes in the daily life of a significant number of French people. BFM Business returns to the various changes that occur from July 1 and in the following days.

There are no longer regulated gas sales tariffs

As established by the Energy and Climate Law of November 2019, on June 30 the regulated gas sales tariffs (TRVG) ended. As of July 1, the approximately two and a half million customers who benefited from TRVG are automatically transferred to an offer called “toggle” by their provider. Unless they have taken the opportunity to change their offer with their provider or have made the decision to switch to a competitor. In general, customers will now have to choose between fixed price offers or offers indexed to the market or to the reference index of the Energy Regulatory Commission. In addition, CRE now publishes a reference price each month that allows consumers to avoid price gouging.

The tariff shield no longer contains the increase in the price of gas

The government announced it several weeks ago. The tariff shield that contained the rise in the price of gas to 15% from January 1 (after 4% in 2022) will cease to be in force on July 1. “With the fall in prices, today it is no longer necessary”, underlines the Energy Ombudsman, who specifies that the Government has announced that the device would be “reactivated this winter, if necessary”. Then it would be supported by the CRE reference indicator. In addition, the electricity tariff shield has been extended until 2025.

Revaluation of 1.5% of the index point in the civil service

The measure was unveiled by the Minister of Transformation and Public Function on June 12. The decree that registers the 1.5% increase in the salary of 5.7 million public officials as of July 1 was published this Thursday in the Official Gazette. Presented this Wednesday to the Council of Ministers, the text intends, according to the Government, “to support the purchasing power of public officials, in particular that of officials who receive the lowest salaries”, in a context where inflation has once again exceeded 5%. over a year in May. For the lowest paid civil servants, the decree also provides for an additional salary measure: the distribution of index points, which will allow certain civil servants in categories C and B to benefit from an increase in their monthly salary of up to “44 gross euros”.

The net social amount appears in the pay slips

This new mention in the July payroll is part of the objective of simplifying the procedures to access social assistance and the fight against the lack of resources. The “net social amount” corresponds to the net income after deduction of all mandatory social contributions. These are now the reference income to declare in order to benefit from certain additional income such as the activity bonus or the RSA. Employees will no longer need to calculate this income themselves, which “will reduce the risk of error in resource declarations and therefore improper benefits or reminders, sources of economic insecurity for recipients”, as explained by the Government in last february.

1.9% increase in unemployment benefits

Unedic announced on Tuesday that unemployment insurance benefits will increase by 1.9% on July 1 for 2.1 million beneficiaries. The decision was made during a meeting of the unemployment insurance, administered jointly by the unions and employers’ organizations. It follows an exceptional revaluation of 1.9% on April 1, but remains well below inflation, from 5.1% per year in May. The amount of this revaluation would amount to 546 million euros for 2023 and 2024, according to Unédic.

End of payment of emission rights in non-European accounts

As part of Gabriel Attal’s comprehensive plan against social and tax fraud, allowances (excluding pensions) are no longer paid into “foreign accounts outside the European Union” from July 1. In an interview given to Le Parisien in May, the Delegate Minister for Public Accounts had announced that he wanted to “strengthen” the conditions of residence in France “to benefit from social benefits” or even control pensioners who live outside European borders. to avoid the case of assignments received after the death of the beneficiary. Now it will be necessary to spend nine months a year in the country, compared to the six currently planned, to benefit from family allowances or the minimum old age.

Wear rate reaches 5%

The top rate for new mortgages will top 5% on July 1 for fixed-rate loans with a term of 20 years or more, a record since 2014, which could help support a struggling market. This usury rate is set by the central bank on the basis of rates charged by banks and is intended to protect the borrower against over-indebtedness. It includes all the costs of a home loan, including the credit rate, borrower’s insurance, and broker’s commissions. Currently at 4.68%, it will drop to 5.09% on July 1, according to a notice published in the official gazette on Thursday. This will be the highest since 2014, according to data from the Banque de France.

Extension of the term for the declaration of real estate

Owners finally have until July 31 to declare the status of their properties to tax authorities, Bercy announced last Friday, “given the influx of declarations” before the initial deadline of June 30. The declaration obligation has been in force since January 1 to identify the premises exempt from the habituation tax, abolished for all main residences in 2023. On the tax site, each owner must now indicate their situation for each of their assets : if it is empty, in what capacity does he occupy it himself, or indicate the identity of a possible tenant.

The amount of the repair bonus is doubled

Introduced in mid-December, the repair voucher allows consumers to benefit from a guaranteed repair at a lower cost for an appliance. But just over three months after its introduction, only 20,000 people had taken advantage of the device, which suffered from a lack of popularity. To remedy this, the Government has decided to double the amount of the bonus for all equipment, from the vacuum cleaner to the oven, including the computer, the smartphone or the coffee maker. To benefit from it, all you have to do is go to one of the approximately 1,500 workshops with the QualiRépar label. However, some conditions must be met: the devices must no longer be covered by a warranty, including an extended warranty, not be covered by insurance, and the device must have an identification number.
