RSA reform: for Olivier Dussopt, work is the best way to “fight poverty”

The Minister of Labor once again defended the reform of the RSA, compared by some of his opponents to “forced labor”.

“It’s beyond me!” exclaims Olivier Dussopt, referring to the left-wing protests against the reform of the RSA. “Some on the left explained to us that investing one billion euros in integration until 2027 was like forced labor,” he laments in an interview given to Télégramme this Sunday, October 22.

The so-called “full employment” bill, which provides, in particular, for a reform of active solidarity income (RSA), was adopted in first reading in the Assembly on October 10. As a reminder, it establishes that all people with RSA must carry out 15 hours of activities per week (internships, coaching, company immersion, etc.). If Olivier Dussopt did not want to include a precise number of hours in the law, he in the end had to back down under pressure from the Republicans. However, exemptions may be granted to people experiencing “particular and proven hardship,” such as a disability or custody issues.

A measure highly criticized by the left that the minister continues to defend strongly. “I don’t know anything more effective than working in the fight against poverty,” she said in the columns of the regional newspaper.

The text must now be the subject of negotiation between deputies and senators to try to reach a common version of the bill, already adopted in July by the upper house.

Asked about the social conference on salaries and careers organized on October 16 by the government, Olivier Dussopt wanted to underline its concrete effects, such as the meeting organized “soon” with representatives of professional sectors whose salary scales are below the minimum wage.

But above all, the threat launched at the beginning of the week by Prime Minister Elisabeth Borne emerged from these debates. “If we do not see significant progress before June 1, 2024, the government will propose to Parliament a text of law that will allow the exemptions to be calculated, not on the basis of the minimum wage, but on the basis of the minimum wage of the branch,” he declared. the Prime Minister closing the social conference.

In the columns of Le Télégramme, the Minister of Labor confirms the deadline of June 1, 2024 for companies to comply. He also specifies that the latter can escape the reduction of contribution exemptions by obtaining better results than their low-paid union branch.

“If, before June 1, 2024, these branches have done nothing, we will guarantee that companies that do not have a better salary dynamic than that of their union branch are sanctioned with a modulation of contribution exemptions,” explains Olivier Dussopt .
