The war in Ukraine and the stalemate in the Donbass trigger a “whatever it takes” army in Russia. Russian parliamentarians approved this Thursday by an overwhelming majority in first reading the 2024-2026 budget bill that provides for a 68% increase in military spending.
The Kremlin thus reorients its entire policy towards the war effort with a budget of 10,800 billion rubles (around 106 billion euros), that is, 6% of GDP. In 2023, the budget dedicated to war was 6,500 billion rubles (63 billion euros), or less than 4% of GDP.
United States: 795 billion euros
In the Duma, the lower house of Parliament, 320 deputies voted in favor of the three-year budget and 80 voted against it. The explosion in defense spending illustrates Moscow’s fierce determination to continue its attack on Ukraine despite the significant human and economic cost.
In comparison, the United States plans to devote $842 billion (€795 billion) to defense next year, a budget that increases by 3.2%. In France, for the first year of application of the 2024-2030 military programming law, the French Defense budget will amount to 47 billion euros.
