A new month begins, and with it, its share of news. Start of winter holidays, increase in supplementary pensions or mandatory equipment of vehicles with winter tires – here is everything that will change on November 1.
• It’s the beginning of winter holidays
Like every year, winter holidays apply from November 1st. More specifically, until March 31 it is no longer possible to evict a tenant from an apartment, whatever the reason (unpaid rent or lack of insurance, for example). Gas and electricity outages are also prohibited during the winter holidays. At the end of the truce, if the conflicts have not been resolved, the expulsion procedure may be resumed and carried out.
Please note: squatters or violent spouses (by order of the family judge), among others, are not protected by winter holidays and may be evicted from the home during this period.
• Revaluation of complementary pensions
The supplementary pensions of 13 million former private sector employees will increase by 4.9% on November 1, following an agreement signed between Agirc-Arrco and the social partners. The additional part represents between 20% (for low-income employees) and 60% (for executives) of the total retirement pension. To this will also be added, on January 1, a 5.2% increase in the basic pension, which depends on the general system.
• Winter tires are now mandatory
From November 1, until March 31 of the following year, it is mandatory to equip your vehicle with winter tires, “all season” tires or carry snow chains or socks in the trunk. This obligation affects several thousand mountain municipalities in around thirty departments (located east of the Metz-Bayonne line), as we explain in our article. However, no sanctions are yet foreseen against motorists who violate the rule.
Attention: it is strongly recommended to equip yourself with suitable tires to avoid an accident on icy or snowy roads and, in addition, the insurer may refuse to compensate a poorly equipped driver in the event of an accident in the affected area.
• Increase in the “reference price” of gas
Regulated gas prices disappeared at the beginning of the summer, but the Energy Regulatory Commission (CRE) now publishes “a reference price” every month, a kind of compass that allows consumers to rule out excessively high offers. For the month of November, this “reference price” indicates an average price per kWh with VAT included of 0.09784 for heating (4.93% more than the previous month) and 0.12077 euros for hot water and cooking (3.96% more).
• Simplified procedures for civil disputes
On November 1, two new procedures were launched for the amicable resolution of civil conflicts (neighborhood disputes or divorces, for example), with the aim of making conflict resolution faster and more effective. The friendly settlement hearing, at the request of one of the parties or ex officio by the judge, offers a conciliation framework to allow both parties to reach an agreement. The caesura of the process allows you to request a partial resolution of the dispute.
• Tax notice for housing tax
If the housing tax has been abolished for main residences, the same does not happen with second homes. For interested homeowners, the home tax imposition notice will be posted online in the “Individual” area of the site. impots.gouv.fr from November 7 for non-monthly taxpayers and from November 20 for monthly taxpayers. Payment of housing tax must be made before December 15.
Please note: If you have requested to receive a paper notice, it will be distributed between November 8 and 20 for non-monthly taxpayers and between November 22 and 29 for monthly taxpayers.
• Disney+ increases its prices
After Netflix, it is the turn of the Disney+ platform to increase its prices. Starting November 1, you will have to pay 11.99 euros per month (compared to the previous 8.99 euros, an increase of 33%) for the standard subscription, occasionally transformed into a “premium subscription”. A new standard subscription will now be available, still at 8.99 euros, but its functionality will be limited compared to the previous offer. A new subscription with advertising is also offered at 5.99 euros.
Please note: the current standard subscription will automatically be transformed into a premium (and therefore more expensive) subscription if it has not been canceled in time.
