According to the preliminary report of the independent technical committee responsible for the strategic environmental assessment for increasing airport capacity in the Lisbon region, in which nine options were studied, the solutions of Humberto Delgado + Campo de Tiro de Alcochete are viable, until only Alcochete there is still a minimum left. with two lanes, as well as Humberto Delgado + Vendas Novas, until only Vendas Novas remains, also with at least two lanes.
The Humberto Delgado + Montijo and Montijo ‘hub’ options were classified as “infeasible for an intercontinental ‘hub'”, for aeronautical, environmental and economic-financial reasons “due to their limited capacity to expand air connectivity”.
Humberto Delgado + Santarém and Santarém as a single airport “are not an option for aeronautical reasons”, the CTI said.
A Council of Ministers resolution adopted last year defined the creation of a CTI to analyze five hypotheses for Lisbon’s airport solution, but predicted that other options could be added, which happened.
The report will then be put out for public consultation for thirty working days, after which the CTI, after evaluating “the rationality, merit, appropriateness and technical relevance of each of these contributions, in light of the critical factors for the decision”, will then make the will make decision final report.
The preparation of this final report will fulfill the CTI’s mandate.
The five options initially considered include a dual solution, whereby Humberto Delgado Airport (AHD) will have the status of main airport and Montijo will have the status of complementary; another alternative dual solution, whereby Montijo airport will gradually acquire the status of main airport and AHD that of complement; the construction of a new international airport in Campo de Tiro de Alcochete (CTA), which will completely replace the AHD; another dual solution, with AHD gaining the status of the main airport and an airport in Santarém as a complement; and the construction of a new international airport in Santarém, which completely replaces AHD.
CTI has added four more to these options, namely AHD + Campo de Tiro de Alcochete; New sales + Pegões; AHD + Vendas Novas-Pegões and Rio Frio + Poceirão.
The strategic assessment framework for each of these options takes into account “five critical decision factors”, namely aviation safety, accessibility and territory, human health and environmental viability, connectivity and economic development and public investment and operating model.
The report presented today will be put out for public consultation over the next thirty days.
A new solution does not require public financing
The coordinator of the Independent Technical Commission (CTI), Rosário Partidário, said today that the construction of the new airport will not require public financing, as all options are financially feasible.

“All options are financially feasible and no public financing is required for the construction of the new airport,” he stated.
There was “not even any pressure” from the government
The coordinator of the Independent Technical Commission (CTI), Rosário Partidário, also said that there were many lobbies, but assured that there was no pressure from the government regarding the strategic options for the new airport.

“We put a lot of pressure, a lot of lobbying (…), but there wasn’t even any pressure from the government and I just wanted to thank you and make that very clear,” he said.
The CTI coordinator pointed out that “there was no contact other than of course of an administrative nature”, and that was with the Prime Minister’s Chief of Staff.
“There was no contact with the prime minister,” he said, adding that this was “extremely important” for the CTI.
The chairman of the Monitoring Committee, Carlos Mineiro Aires, said it did not “occur to him” that the report presented today by the CTI would not “be of any use”.
“We can no longer postpone these types of processes. We are experiencing delays due to lack of planning,” he said.
