The Lisbon Owners’ Association (ALP) wants to see in the state budget for 2023 a series of fiscal measures that compensate landlords for political decisions about housing, such as the setting of a 2% ceiling for updating rents in 2023 and the freeze on housing. rents from pre-1990 contracts. At the same time, it defends the creation of a minimum income for low-income property owners. In total, there are 17 proposals that the association sent yesterday to the government and to all parties with parliamentary seats.
According to the ALP, there are landlords who are taxed in the IRS because they earn a high income from real estate when they are less than the values set by the minimum income formula and therefore should be exempt from any tax from this tax. The subsistence minimum was set at 9870 euros this year. The association, which represents more than 10,000 landowners nationwide, says the move would correct “a gross unconstitutionality” and compensate landlords for a social function that the state does not guarantee.”

In the document, it also proposes a full exemption from the IRS for all frozen income from pre-1990 contracts, to “compensate through taxes for the owners forced for decades by the state to carry income with token values.” The ALP recalls that the freeze on these rents should have ended in 2017 and that it is therefore “urgent to lift the suspension”.
The ALP also demands that the compensation for the loss of income that the owners will face in the coming year by imposing the maximum ceiling of 2% when updating rents (otherwise the increase would be 5.43%), if kept in the coming years, by applying fiscal neutrality coefficients.
