Cash flow plan and minimum price: Marc Fesneau clarifies Macron’s announcements at the Agricultural Show

What will be the magnitude of the treasury plan for farmers that Emmanuel Macron mentioned yesterday at the inauguration of the Agricultural Show? On Sunday morning on the CNews program, Agriculture Minister Marc Fesneau could not say yet, but indicated that an important meeting on this topic would be held starting Monday under the auspices of the Ministry of Economy and Finance. “It is not about an EMP, but about how we can, in the difficult situation in which farmers find themselves, introduce a certain number of refunds,” he insisted, referring to the consideration of criteria of gross surplus, exploitation or even contributions social.

To justify this exceptional treasury plan, the Government member explains that companies benefited from large aid measures during the Covid crisis, as did banks during the financial crisis more than fifteen years ago. He also relies on banking networks to determine the form of this cash flow plan, i.e. “rescheduling, moratorium or extension.” Marc Fesneau took the opportunity to recall several envelopes recently allocated: 150 million euros for improvement with fiscal and social measures, 80 million euros in emergency funds for improvement, 80 million euros in emergency funds for viticulture, 50 million euros increased to 100 million for organic farming. .

“Sector by sector” work

The Minister of Agriculture also returned to the minimum price measure, which he himself had discarded a few days ago when the LFI parliamentary group presented it as part of a bill. “The president asked that we work on the evaluation of Egalim and on how we build a price based on production costs,” he emphasizes, defending the ‘sector by sector’ reasoning. Production indicators are not always implemented in all sectors. There is contractualization. that is not implemented in all sectors.”

Although obstacles persist at the European level, Marc Fesneau is optimistic: “I have been at the Ministry of Agriculture for just over 18 months. The issue we had on the table did not exist in the debate we had in the Council of Ministers of Agriculture, no one asked this question […] The problem that is expressed through the voice of the Ministers of Agriculture is how to guarantee that we do not have price fluctuations linked to geopolitics and climate. It is a debate that is emerging and maturing at the European level.” He cites recent discussions on “mirror clauses” or the question of remuneration.
