OTE builds digital networks for the very high speed plan in France. We have been in existence for 25 years and are based in Grenoble. We have a design office, which designs the network. Then we do the construction, the draws and the connections, and we even buy an operator, which means that we have the entire digital value chain.
What are your connection goals?
Today, between 4 and 5% of homes remain to be connected to the network. This represents one million complex and isolated households. We have developed an underground network construction system called Greenpose that is innovative, virtuous and economical. The operators are taking time to connect these houses, because they are very expensive to build: more than €2,500 for the connection, compared to €1,000 for a traditional house, because kilometers of network are needed to connect them. So they choose to put the fiber on aerial poles because it is the cheapest option.
Therefore, we propose to use methods such as Greenpose, which is today the only innovative, economical and virtuous method to pass over narrow or congested shoulders. It is more expensive than poles, but less than traditional methods, and above all our carbon footprint is divided by 7 or 8 compared to them: 3 tons of CO2 per kilometer compared to 38. This is in the interest of our customers and operators to build the homes that are remaining for the next 5 to 6 years.
Why are resilience and security important issues?
Because the vagaries of the weather deteriorate the air networks, and thousands of people can be left without internet. Operators wanted to build a network as fast as possible, but not necessarily the most resilient. As we are nearing the end of the construction phase, the government wants to take over this task. It has designated digital as a strategic sector and decides to build the latest sockets with more expensive but more resistant, safe and maintenance-free methods. There are currently 500,000 kilometers of cables on poles, which means a maintenance cost of €1.5 per meter per year, or €750 million per year.
Greenpose is also a safer method for local residents, because there are no more open trenches, the machine closes it automatically. This requires fewer people and machines on site. Therefore, we want to finish installing the network in a resilient way, then bury part of the strategic air network and cordon off certain areas.
