The Ministry for Ecological Transition expressed its opposition on Saturday to the savings requested by Matignon as part of the “ceiling letters” intended to prepare the next budget.
On August 20, in order to “guarantee the continuity of the State”, Prime Minister Gabriel Attal set the limits of their ministries’ credits for 2025 in “ceiling cards” for the resigning ministers, so that they could begin preparing their budgets.
Green funds and electrification are affected
According to the letter ContextEcological Transition credits would be cut by 1.5 billion euros for the green fund and 1 billion for vehicle electrification.
In total, Matignon’s ceiling cards reproduce to the nearest euro for 2025 the expenditure of 2024 (492 billion euros), which would generate, according to Matignon, savings of around 10 billion euros, only if they are not indexed to a predictable inflation of around 2% next year.
This level of spending is “reversible,” Matignon said, as the new government will be able to adapt it as it wishes, before October 1, the deadline for the presentation of the 2025 budget, or during the parliamentary debate on the finance bill.
