Although we will have to wait a little longer to know what the impact on households’ pockets of Budget 2025, currently under discussion in Parliament, will be, some measures that come into force this Friday will already have consequences on their purchasing power. • The minimum wage is revalued
As Michel Barnier promised during his general policy speech, the minimum wage will increase by 2% in advance on November 1.
The decree published in the Official Gazette on October 24, 2024 thus plans to increase the minimum monthly salary to 1,801.80 euros gross or 1,426.30 euros net. The net minimum wage per hour increases to 9.40 euros.
As a reminder, the minimum wage is the only wage indexed to inflation. It benefits each year from a mechanical increase on January 1 and revaluations also occur during the year as soon as inflation exceeds 2%. The number of employees receiving the minimum wage has increased significantly in France: as of January 1, 2023, 17.3% of employees were affected.
• Supplementary pensions are increasing
Supplementary pensions for employees in the private sector (Agirc-Arrco) increase by 1.6% this November 1, as decided by the social partners in mid-October. This is an increase of 0.2 points lower than the inflation forecast by INSEE for 2024.
This increase is equivalent to an increase of 13 euros per month on average for a complementary pension of 800 euros. The additional part of the pension for private sector employees represents between 20% and 60% of the total pension, depending on the person.
• Start of winter holidays
As every year, the winter holidays begin on November 1 and will end on March 31, 2025. During this period, landlords cannot evict their tenant(s), except in certain specific cases (illegal occupation of housing, eviction from the marital home by order of the judge…).
• Winter tires: the equipment is once again mandatory in 34 departments
As of November 1, it becomes mandatory to have winter equipment if you travel in certain municipalities of 34 departments, until March 31.
Motorists can switch to winter or 4-season tires, but beware, tires with the sole M+S brand will no longer be tolerated this year. In fact, you will need tires that are marked “3PMSF.” Another possibility: opt for removable equipment such as chains or snow socks. Please note that if there is no snow or ice, this equipment must be kept on board the vehicle.
• Reduction of the reference price of gas
Gas prices will fall on November 1 following a review of the reference selling price of natural gas by the Energy Regulatory Commission. The average price per kWh of a gas heating subscription increases, for example, to 0.10932 euros, compared to 0.11062 on October 1.
• Detection of generalized sickle cell anemia in all newborns
Sickle cell anemia, a genetic disease with potentially serious effects, will be able to be detected in all newborns from November 1, while this test was until now aimed at mainland France but has become widespread abroad.
This generalization was recommended by the High Health Authority at the end of 2022, “considering that sickle cell anemia is the most common genetic disease at birth, that its incidence is increasing and that this pathology is responsible for high morbidity and a significant reduction in mortality.” survival,” recalled the General Directorate of Health in a press release.
Sickle cell anemia, a hereditary blood disease that affects red blood cells, is manifested, among other things, by anemia, painful crises and an increased risk of infections. Its repercussions can be serious: it is, for example, the main cause of stroke in children.
• Tightening of the rules for “Aid for the efficient renovation of collective residential buildings”
As of November 1, it will be more difficult to benefit from the “Aid for the efficient rehabilitation of collective residential buildings” bonus, which is granted to a union of co-owners when the rehabilitation works allow the building’s energy consumption to be reduced. by at least 35%.
From now on, the bonus will only benefit collective buildings that house at least three independent tax families, housed in apartments. It will also be necessary for 75% of the lots to be dedicated to the main residence in co-ownerships of more than 20 lots (65% for co-ownerships of 20 lots or less).
New supporting documents will also be necessary to receive the bonus (source file of the energy audit, tax certificate of at least three tax households, approval of the co-owners of the work, etc.). Regarding the change of heating systems or domestic hot water production, when the connection to a heating network cannot be made, it will no longer be possible to install a gas boiler whose coverage rate is greater than 30%.
