Pensions: the Senate votes on a reform and puts pressure on the Government

The Senate, dominated by the right, voted on Saturday a pension reform that plans to raise the legal age to 64 years, against the advice of the Government that favors consultation with a view to its own reform in early 2023.

For several years, the right-wing elected representatives of the Luxembourg Palace have introduced a measure aimed at raising the retirement age in the Social Security Financing Bill (PLFSS). And this Saturday, it is an amendment to the draft social security budget 2023, presented by the rapporteur of the old age branch René-Paul Savary (LR), which was approved.

It initially proposes the establishment of a “national convention” charged with formulating measures for a return to balance, taking into account the difficulties, long careers and employment of the elderly.

In case of failure, the elected official foresees an acceleration of the Touraine reform that extends the contribution period and the postponement to 64 years of the legal retirement age of the generation of 1967, a cocktail to which Emmanuel Macron said ” open”.

Hailing the “consistency” of René-Paul Savary from one year to the next, the Minister of Solidarity Jean-Christophe Combe assured him to accompany him “in the objectives”.

A consultation for a bill in January

The majority Renacimiento RDPI group came out in support of the minister, stressing that “even the CGT is returning to the dialogue table, things are progressing” with the Government, which opened the consultation at the beginning of October with unions and employers. But “it is time to act” in view of the “deficit of the very important old age branch”, hammered the general rapporteur Elisabeth Doineau.

Some centrists, allies of the majority, however, abstained, such as Jean-Marie Vanlerenberghe (MoDem) who thinks that the amendment goes “a bit far” and that “this reform must be accepted socially and politically.”

The left, against the amendment

As for the left, they spoke out against the amendment, judging that “there is no danger for the future of the system” according to communists and ecologists, and that the proposed reform would be “incredibly unfair” for those about to retire. according to the socialists.

The government may not retain this reform in fine, due to the use of the constitutional weapon of 49.3 before the Assembly, which allows it to choose the text on which it commits its responsibility.
