63% of the French want to be paid several times a month: should we end monthly salaries, social progress when created?

To comply with unforeseen expenses, most employees want to benefit from one or more salary deposits in the month. An invoice should allow more flexibility in fragmented payment of salary. At the risk of ending monthly payments?

Receive part of your salary before the end of the month. This is what almost two out of three employees want, according to an opinionway study for Stairwage, a company specialized in salary deposits.

According to this survey, 63% of employees want to wait until the end of each month to receive their remuneration and this participation even increases to 75% among assets under 35 years.

Its motivation is to have more financial flexibility, flexibility and this to comply with unforeseen expenses. As a reminder, more than one in five French claim to be discovered every month or almost in accordance with a CSA research study.

However, there are already solutions to pay before the end of the month. Few employees know it, but employers have the obligation to pay a deposit to those who request it. This discharge can take place since 15 and corresponds to half of the monthly remuneration.

The law forces the employer to accept it, since they are already working hours. Unlike the salary advance that corresponds to the payment of hours that have not yet been worked and that the employer has no legal obligation to accept.

If the deposit is authorized, it is still very rare. According to the new Rosaly company, companies reject almost eight requests of 10 deposits for fear of administrative and accounting complications.

The 1978 law on monthly payment

To remove the deposit in the salary in France (a practice already well established in the United States), the deputy presented a bill for the first time in March for the Republic Jean Laussucq. Since then, the text has been reworked and must be sent to the assembly in the next few days.

The idea is to make the salary deposit possible (limited today to a payment on 15 of each month). The text in fact provides that employees can be paid per week (7, 14 and 21 of each month), or even that they can only touch partial deposits, that is, to receive only part of the hours worked.

A legal framework, therefore, allows more flexibility. However, the MP does not want to support the end of the payment payable.

It is paid every month is a social progress obtained after years of struggle by the unions of Disar will, especially workers.

The monthly mandatory salary payment was established through a law of January 19, 1978. It was then a matter of protecting employees by neutralizing the negative effects of the shortest months on remuneration. The month of February that includes 28 or 29 days is paid as the month of March that includes 31. The salary of each month thus represents 52/12 of the weekly duration of the work. This law allows to soften the remuneration even when the month includes vacations that do not work and allows you to keep the salary in case of illness.

Therefore, the monthly payment has advantages and returning has risks. Unlocking your salary too early in the month can cause difficulties in covering fixed expenses, such as rent or invoices.

But it is also a challenge for companies that must reorganize their payroll process, establish a new administration of financial flow, with the costs that this could lead.

Therefore, the possible future law will probably face many brakes.
