Hydroelectricity: The Government wants to leave the dispute with Brussels and relaunch investments

The Government has launched a public consultation on hydroelectricity, the second source of electricity production in France behind nuclear, to relaunch investments in the sector solving a dispute with the European Commission that has been blocking them for more than ten years.

On May 22, he launched this consultation, whose results “will shed light on the options to develop the legal regime of hydroelectricity.” This announcement continues to the delivery of a report of a parliamentary information mission in mid -May that advocates to solve the dispute with Brussels, which avoids any substantial investment in the hydroelectric park.

The open consultation until June 15

The hydroelectric park contributes not only to the production of energy, but also constitutes an important flexibility tool for the French and European electrical system, thanks to the storage capacities of the dams, says the report. Today, hydroelectric facilities in France are exploited under the concession regime, that is, the works belong to the State that trusts their exploitation to a concessionaire for a period defined by contract. But this regime is at the origin of the blockade with the commission due to the absence of granting in the competition of the dealers.

The consultation aims to evaluate the interests of the actors for products that represent virtual hydroelectric capabilities that allow buyers to benefit from energy volumes through a competitive auction, the ministry specifies. Several types of products are offered, including variable temporalities. All energy players are invited to respond to this consultation before June 15, 2025, says Bercy.
