The Ministry of Health published on Thursday in the official magazine two decrees amending the procedure for the regularization of doctors with a foreign diploma outside the European Union (Padhue), some of which have already exercised for years in French hospitals. As the Minister of Health Yannick Neuder had committed, “a new internal access route (…) is open”, which “recognizes the course” of doctors who already exercise in the territory, the ministry said.
The “skills consolidation course”, asking professionals to regularize, “can be adapted to accelerate the authorization of the exercise for the competent recognized professionals in the field,” said the ministry. The decrees also provide “some adjustments to the authorization procedure for the provisional exercise and the derogatory system that benefits certain territories abroad,” according to the texts published in the official magazine.
4,000 positions open last year
Doctors already installed in France have on numerous occasions the “iniquities” of the procedure that should allow them to insert within the new framework that applies to doctors with a foreign diploma outside the European Union. They denounce a too selective system, which leaves many practitioners who have been practicing in France for years, when they have played a crucial role to allow many hospitals to continue operating despite their chronic subjects.
“We work 75 hours a week, we don’t have time to open a book to review.” In 2024, 4,000 positions were opened for doctors with a foreign diploma in France, as part of a uniform procedure that replaces very heterogeneous conditions according to hospitals in force before. Some 3,235 people were admitted in the competition of the main list, and an additional 638 were admitted to the additional list.
