An increase in the help of European countries in Ukraine compensated in early 2025 to fill the void left by the disconnection of the new US administration of Donald Trump, the German Institute of Research Kiel reported Monday. “Europe largely fills the withdrawal of American aid,” the Institute wrote in a statement, which lists the promised military, financial and humanitarian aid and delivered to Ukraine from the Russian invasion of February 24, 2022.
While “the United States, who was previously the largest donor in Ukraine, has not announced a new about since the beginning of January”, Ukraine still received more help from January to April 2025 than in average years during the same period.
In early 2025, the Kiel Institute data showed that “the recent increase in European aid was fired by a small group of countries,” at the forefront of which “Nordic countries and the United Kingdom.” On the other hand, “it is surprising to notice the small German help assigned in recent months,” said Christoph Trebesch. “Instead of increasing his support after Trump’s arrival to power, we observed a strong fall in German aid compared to previous years.” “The trend is the same for Italy and Spain,” he said.
Greater European military aid
As of April 30, 2025, 294 billion euros in total received or assigned specific expenses in favor of Ukraine (of 40 billion promised), according to the latest figures of the Kiel Institute. The remaining 111 billion were promised in the long term but not yet assigned. On the amount already given, 140 billion euros (given or assigned) are military aid, 133 billion financial aid and 21 billion humanitarian aid.
The first donors are the European Union and its members (131 billion euros administered or assigned), United States (115 billion) and the United Kingdom (19 billion). In terms of military aid, Europe, including the United Kingdom, “it exceeds for the first time since June 2022 United States,” according to the Kiel Institute. Europeans have already given or assigned to Ukraine 72 billion euros in military aid since the beginning of the war, against 65 billion for the United States.
