The Auditors Court is a public spending for the Olympic Games in Paris to almost 6 billion euros (more than 2 times less than those of Tokyo 2021)

In their latest report, the Wise Men of Rue Cambon estimate the expenses of the organization of the organization by public authorities of less than 2.8 billion euros and those linked to infrastructure at almost 3.2 billion euros.

The latest incorporation of Paris Games for public funds is to start taking shape. In a report published today, the Court of Auditors achieves a first estimate of public spending linked to the organization of the event last summer. As part of a survey that associates the regional chambers of the île-de-France and Provence-Alpes-Côte d’Azur accounts, the financial institution has compiled data from the organizing, solid committee, certain ministries or even local authorities and regional or sports health agencies.

As of March 31, the wise men of Ruebon led to public spending linked to games a little less than 6 billion euros with organization expenses on one side of 2.77 billion euros and, on the other hand, a position dedicated to infrastructure for an amount of 3.19 billion euros. On the other hand, this encryption does not include the fiscal expenditure linked to the organization of the event, the Court of Auditors that asks the Fiscal Administration to evaluate them “without delays” to refine the general estimate.

Until now, only the accounts of the Organizing Committee (lame) in 4.4 billion expenses (76 million euros in surpluses) that rest almost essentially in private and solid funds (Society for the delivery of Olympic works), including a public part.

As a comparison, the Olympic Games of Tokyo 2021 (postponed one year due to the pandemic) had cost 1,699 billion yen, the equivalent of 12.7 billion euros current. The Local Court of Auditors had indicated an explosion of costs (not only for the pandemic) since the invoice of the Tokyo games had initially quantified at 734 billion yen in 2013 (around 5 billion euros). Then she had more than duplicated at the end.

A particularly expensive security position

Within the scope of organizational expenses, the organizing committee of the Olympic and Paralympic Games (Cojop) benefited from almost 287 million euros in public funds, or 6.4% of its total budget, a large part oriented towards the Paralympic Games. In addition to Cojop, more than 2 billion euros of public money dedicated themselves to the organization of the event, including more than 1.4 billion for security. With more than one billion euros to strengthen MATP and SNCF offers, transport represents the other important public spending position. To this is added almost 70 million euros in expenses for ministries, state operators and other local authorities, including almost a third party dedicated to health.

At the sports level, more than 80 million euros have been injected to guarantee the performance of the best French athletes during the games. In addition, about 341 million euros have been assigned to popular mobilization through several devices, such as popular tickets, the France Club and the numerous admirers, but also the expenses of the local authorities labeled as a “Game Terre” or participating in the “Flame de Relais de la”, as well as the educational and sociocultural programs (Olympic and Paralympic Week, 30 minutes of activity per day). One tenth of this position corresponds to the financing of the media deployed by France Télévisions to cover the event.

Local authorities mobilized to finance sports infrastructure

As for infrastructure spending, they exceed 2 billion euros with almost two thirds for sports facilities, such as competition sites and training, as well as games preparation centers, but also the equipment used: local authorities have financed these expenses related to three -quarter sports infrastructure. On the other hand, the State was more present (up to 70%) in the public financing of the large remaining third that corresponds to urban developments carried out in parallel with the Olympic villages and the media.

In addition to the transport offer, the public sphere has also contributed to the transport infrastructure for an amount of around 600 million euros. The Auditors Court indicates that “236 million euros were recorded as additional acceleration costs or programming changes in projects that, although the pre -existing games, saw their modified calendar according to these”, citing the extension of line 14 of the Metro and that of the west of Paris (Eole Project).

Finally, the financial institution is a bit more vague in the exact cost of the “swimming” plan aimed at making SENA “swimming” since 2024. The magistrates mention a range that varies from 200 million euros to one billion because part of the operated investments “also helped to achieve obligations set by two European directives in relation to the quality of the water (the urban water manager of 1991 reviewed in 2024).”
