However, a reform but not a “big bang.” The French Executive presented its tracks on Wednesday and Thursday to change the title restaurant, a system that includes 5.4 million employees in France (but only 27% of the total) benefit.
The delegated minister in charge of Commerce and SMEs, Véronique Louwagie has delivered, in several interviews, the main measures that must be contained in the future bill. This includes, for example, the end of the title restaurant document in 2027 or the sustainability of its use for the purchase of food in supermarkets.
Other more technical measures refer to restaurant title emitters. In an interview with Bfmbusiness.com, Ilanouou, managing director of Edenred France, the most important player in the market, returns to certain options of the Executive, delivering, in general, satisfactly.
> Bfmbusiness.com: The minister plans to create an authorization of emitters of titles-restaurants in which the banque of France will issue an opinion. Was this measure necessary?
Ilanouou (IO): “The market for the issue of restaurant titles is a market that has never been the subject of official authorization. However, this market represents 10 billion euros confident by companies to the emitters so that employee money is argued towards the restorers.
To guarantee the proper functioning of this process, actors who have financial solidity and solid guarantees are needed in terms of cybersecurity and risk management. Therefore, the Government wanted the banquera of France to give an authorization to the issuers, and this measure has meaning. “
> The minister also plans to prohibit “the final discounts of the years that the issuers pay in important accounts, and that are transmitted to the commissions of the restorers.” Was there any matter there again?
IO: “We believe that this is a good measure. Some large groups of clients from restaurant issuing broadcas were performing competition to obtain end -of -year discounts.
This raises several problems, from a fiscal point of view, for example, since employers benefit from the exemption of charges for all their expenses in restaurants while they are reduced through these discounts. In addition, if this practice increased, it would inevitably have an ascending effect on the commissions invoiced to the restorers. The end of this system is something very good. “
> On the contrary, a limit of the commissions taken from restorers is not on the agenda …
IO: “A limit of the commissions collected from the restorers is a measure that was not justified. First, the supervised prices in a competitive market, as is the case with the restaurant titles in France, which has 15 actors, makes no sense.
Then, I remind you that the competence authority, in a notice provided in the fall of 2023, spoke against this measure.
In addition, it should be understood that the title restaurant provides an average of 2,000 euros in billing per month to a restorer, while it costs an average of 80 euros per month. Reducing the commission rate from a percentage point would only win only 20 euros per month is not a central issue for restorators. “
