“Social fraud is a betrayal.” The Minister of Labor, Solidarity and Health is preparing a bill against what he describes as “an important problem”, while the Bayrou government is working at 43.8 billion euros in the 2026 budget.
According to a report published in September 2024 by the High Public Finance Council, this social fraud is estimated at 13 billion euros per year, while the amount of the observed and detained fraud is 2,100 million euros.
“This text will also include measures to combat fiscal fraud,” said Parisian minister, while the estimated amount of fiscal fraud is between 60 and 80 billion euros, against 16.7 billion euros detected.
Objective “Multifrauds”
According to the High Council, “the economic sector is the main problem in the fight against social fraud”, while the majority (56%) of fraud will come from self -employed companies and the Urssaf would be the main victim (53%).
“We will not recover 13 billion euros breaking our fingers.” In this interview with the Parisian, Catherine Vautrin drew the first contours and announced the first proposals of this bill, which must be voted in the fall.
More than control and surveillance, the minister wishes to increase the capacity of state devices to “recover fraudal money.” Therefore, it is proposed to “facilitate communication between the different funds” to point in particular the “multiple fraud”.
A fight against health transport fraud
Catherine Vautrin also proposes to give access to Social Security funds “to the entire heritage of the beneficiary”, including their banking or life insurance data.
In early July, a taxi driver was sentenced to 30 months in prison for fraud and money laundering with primary health insurance funds in Bouches-Du-Rhône. The interrogation had billed 2.3 million euros in Fictitious medical transport to Social Security Between 2019 and 2024.
To avoid new cases, Catherine Vautrin announces that she wants to “force carriers to acquire a geolocation device and an electronic integrated billing system.”
Among the other ads, the fight will intensify in bank accounts located outside the European Union, which will no longer be paid unemployment insurance, according to the plan established by the minister.
At the same time, while self -employed companies and workers represent the first category of social fraud, the minister plans to prevent companies that carry out hidden works to “organize their insolvency” blocking their bank accounts “during the control period.”
Finally, “in the same way that the Ministry of Economy imposes traffickers on the amounts of drugs admitted, we will also impuse them more,” announces Mrs. Vautrin. The text would thus increase the CSG (generalized social contribution) perceived as an illegal activity with a rate of 45 %.
Today, for a worried trafficker, “illegal income worth 100,000 euros, Social Security can only recover 9,200 euros for the CSG.” “With a 45 %rate, we will recover 45,000 euros,” promises the minister.
