The hundreds of thousands of former beneficiaries of TUC and other subsidized contracts of the 1980s will not be able to count their activity under this state to withdraw before the legal age of 64, according to a decision of the State Council that validates a government decision.
In 2023, the terminal reform of pensions had allowed the old TUC (collective work of public services) to count the rooms approved under this state to reach the fateful threshold of the 172 rooms, which opened the retirement rights. However, in the decrees of implementing the reform, the government had refused to count the quarters in TUC for the “long career” system, which allows to leave before the legal age of 64 if we started working before 16, 18, 20 or 21 years.
In a decision made this week, the State Council confirmed that the Government was not obliged to grant the benefit of “long careers” to former TUC holders.

Created by the Fabius government in 1984 aimed at young people from 16 to 21 years without training or 22-25 years registered in the ANPE, the ancestor of France, the TUC are emblematic of the efforts to stop the outbreak of the unemployment of the 1980s. They were offered to “also” missions of a few months in public services or associations, even in private structures in the case of similar contracts.
