The renunciation government was based on the health insurance recommendations, detailed in its report “positions and products” published at the beginning of summer, a document that is supposed to illuminate public authorities for the next draft Social Security Financing Law (PLFSS) by 2026.

It is proposed to extend the deficiency period of 3 to 7 days and compensate for this measure for at least partial compensation of this duration by the employer or its coverage of collective suppliers. In exchange for employers, it is also suggested to apply a day of public deficiency, that is, nor compensated by health insurance or by the company, as in the public service.

There are no studies on the effect of deficiency duration for ten years

These measures were included this summer by the Minister of Labor of the Government of Resignation, Astrid Panosyan-Bouvet, who presented them in work documents transmitted at the end of July to the social partners. But employers and unions are far from being connected to the problem. If bosses hope to reduce absenteeism in companies lengthening and/or compensating less illness license, unions are convinced otherwise. The problem is that few recent studies allow to decide the debate.

In public service, insurance reports report that stops are less frequent, but longer. A dynamic that would be explained in part for the existence of a public cancer day, not paid at all, which would push the agents to think twice before returning to their positions. And for a good reason, in the case of a relapse, they would lose more financially to return to work and then be arrested again, instead of requesting an extension of their judgment with their doctor.

In the private sector, the last study was conducted by the DREES, the statistical agency attached to the social ministries and the date of January 2015. This concludes that employees covered by their employer or their provision during the period of deficiency “are not more likely” to be arrested in the year “, but they have a significantly more short of diseases.”
