The parliamentary calendar risks being altered once again. And rightly so, Sébastien Lecornu’s decision to immediately integrate the suspension of the pension reform into the Social Security financing bill, announced this Tuesday, October 21, risks delaying the start of the examination of the Social Affairs Commission, previously scheduled for Thursday, according to its president, Frédéric Valletoux.
The Prime Minister announced that a “corrective letter” of the draft Social Security budget will be presented to the Council of Ministers on Thursday, to include in the text the suspension of the pension reform, instead of proposing it for voting during the debates through an amendment. This guarantee was demanded by the left and the National Group.

“We are not going to start discussing” the bill on Thursday when “another one is coming,” he added, referring in particular to the issue of reopening an amendment period for deputies. A committee meeting will be organized on Wednesday morning to decide whether or not it is necessary to postpone the start of the exam, which “could be postponed to Monday,” he said later that day.
Frédéric Valletoux regretted not having been notified before the Prime Minister’s announcement, although the Government had been questioned that same morning on the subject during a meeting in the Assembly.
Heard in the Social Affairs Committee on Tuesday afternoon on the draft Social Security budget, ministers Jean-Pierre Farandou (Labour), Stéphanie Rist (Health), Amélie de Montchalin (Public Accounts) and Charlotte Parmentier-Lecocq (Disability), did not provide many more details.
Parliament debates the budget under tight deadlines and its adoption is usually scheduled before December 31. According to the Constitution, the Assembly has 20 days to decide in first reading from the receipt of the bill. The period is reset to zero by means of a letter of amendment. According to a government source, this new period would begin on Friday, the day after the Council of Ministers, and would end on Wednesday, November 12 at midnight. That same day, a solemn vote on the text in the chamber was already scheduled.
