Another disruption to the parliamentary work calendar. Following the late presentation of the Social Security budget, due to political instability, the examination of the text by the Social Affairs Commission of the National Assembly, which was to begin this Thursday, was finally postponed until Monday morning, October 27. The origin of this postponement is the addition, to the Government’s initial text, of the measure to suspend the pension reform, we learned from several deputies.
However, the debates in committee were to begin on Thursday at 9 a.m., an incompatible deadline according to Frédéric Valletoux, who gathered the deputies members of his committee at the end of the morning. They noted that MPs should not only be given time to propose amendments to the suspension of pension reform, but should also resubmit the approximately 1,400 amendments they had proposed on the first version of the draft Social Security budget (PLFSS) for 2026. MPs will have until Friday at 5pm. to do it.
Examination of the text in public session will not be postponed.
“We will begin the work of the commission next Monday at 9 a.m. until Friday,” added Frédéric Valletoux, warning that “night sessions” could be necessary to complete the examination of the amendments. For the moment, the date of the exam in the chamber “does not change, we start on November 4”, also explained Hadrien Clouet (LFI), member of the Social Affairs commission.
The Prime Minister announced on Tuesday that a “corrective letter” of the draft Social Security budget will be presented to the Council of Ministers, to include the suspension of pension reform, instead of proposing it for a vote during the debates through an amendment. A guarantee demanded by the left and by the National Group.
Parliament debates the budget texts under tight deadlines and their adoption is scheduled before December 31. According to the Constitution, the Assembly has 20 days in first reading to decide upon receipt of the Social Security budget project. The period is reset to zero by means of a letter of amendment. According to a government source, this new period would begin on Friday and end on Wednesday, November 12 at midnight. That same day, a solemn vote on the text in the chamber was already scheduled, before its transmission to the Senate.
