Serge Papin, Minister of SMEs, Trade and Purchasing Power, wants to facilitate the transfer of small businesses to employees. “I am going to propose a Dutreil pact adapted to the employees. In many small companies, when the founder ceases, the company also ceases. However, I know many employees who want to continue. We could have an adapted Dutreil”, announced Serge Papin, this Tuesday, October 28, on BFM Business.
He specified that this idea is under discussion with the Ministry of Economy. The former head of Système U, appointed minister during the last restructuring, also insists on defending the Dutreil pact, which facilitates the transfer of companies to heirs, as currently planned.
5.5 billion euros of losses for public finances
The Dutreil pact allows, in particular, a 75% reduction in the value of a family business transmitted by gift or inheritance under conditions, and requires that the beneficiaries of the gift retain the titles received for several years with the aim of promoting “prolonged ownership of capital.”
Much criticized by the left, the dutreil pact caused a loss of tax revenue of 5.5 billion euros in 2024, according to the newspaper the worldwho consulted a summary of a report from the Court of Auditors. He considers that the system has never really been evaluated and that the “economic efficiency” of this mechanism that establishes exceptions to common law is “low.”
