Help businesses and local communities cope with the energy shock. This is the purpose of the damper presented on Tuesday by Bercy. This system will enter into force on January 1, 2023. It is intended for all very small, small and medium-sized companies (less than 250 employees and 50 million euros in turnover) that do not benefit from the tariff shield, as well as only for communities and public establishments “that do not have competitive activities.”
This help is intended to be “effective, readable and fast” at the same time, as specified in Bercy. All you have to do is submit your energy bills when you apply. An online simulator will allow you to calculate online in advance the part of your electricity bill that will be paid by the State, so that companies can anticipate the foreseeable increase in their operating costs. State aid will be taken directly into account in your future invoices. It must represent 20 to 25% of the total invoice.
3 billion euros just for this damper
This cushion, scheduled for one year, does not replace the rest of the measures, but rather, to the extent that the companies that are entitled to the tariff shield will continue to benefit from it. Its aim is to provide financial support to SMEs, but also to VSEs whose electrical installations are too powerful to benefit from regulated tariffs.
Elisabeth Borne announced in October a plan of 13,000 million euros of aid so that companies can face the increase in electricity prices. Of this endowment, 3,000 million euros should allow financing the cost for the State of this damper, 7 million euros allocated to the previous system (September-December 2022) and 2,500 million euros to aid from which local entities benefit.
