Deficit

From the abysmal record of 2020 (almost 39,000 million), the losses have been reduced, to less than 25,000 million in 2021. For this year, they were scheduled at 17,800 million. But the Assembly and the Senate voted on the government’s proposal for hospital expansions, in particular to deal with the bronchiolitis and Covid epidemics, bringing the projected deficit to 18.9 billion. By 2023, it should be 7.1 billion, if the government’s optimistic assumptions are confirmed.

Savings

The budget does not foresee any hospital planning, but it does provide savings of around 1,000 million in medicines, 250 million in analysis laboratories, 150 million in imaging and the same amount in complementary health insurance. However, in the face of the rebellion of drug manufacturers, the government withdrew in mid-October from certain measures that would limit them. The analysis laboratories remain against the requested puncture, and are on strike until Saturday.

Fight against fraud

Non-pension allowances can no longer be paid from 2024 to non-European bank accounts.

Tobacco

The average price of the package, currently 10.15 euros, should rise to 11 euros in 2024, depending on inflation. Tobacco taxes generate between 13 and 14 billion per year, against a cost of 20 to 26 billion euros for health insurance.

Prevention and sexual health

To fight against social inequalities in health, prevention consultations will be offered at key ages of life (20-25, 40-45 and 60-65). Work interruptions prescribed by teleconsultation by a professional other than the treating doctor or doctor seen in the last 12 months will no longer be reimbursed.

The internship for general practitioners will be extended by one year, with practices outside the hospital and “primarily” in the medical deserts – deputies from all sides advocated an obligation – to better train them in the liberal exercise and support their installation.

The text also provides for the extension until the end of 2035 of the possibility for doctors and nurses to work up to the age of 72 in hospitals, the exemption from old-age insurance contributions for liberal doctors in a combined employment and retirement regime, under a level income fixed by decree as well as the possibility of combining employment and retirement for health professionals in medical deserts.

Due to the lack of doctors on duty throughout the territory in the evening and on weekends, it is planned to extend the “permanence of attention” to nurses, midwives and dentists.

Provisional

Young caregivers will no longer be able to work temporarily as soon as they leave school, but must first work “in another framework”, salaried or liberal, “for a minimum period” to be set by decree. Temporary work is becoming more expensive for hospitals.

Ehpad and dependency

Some 3,000 nurses and nursing assistants will come to reinforce the staff of nursing homes, the first stage of a plan of 50,000 additional contracts until 2027. 4,000 additional places will be added in home help services.
