End of applause in Parliament on the Social Security budget for 2023, after the seventh 49.3 of the fall: the National Assembly rejected a motion of no confidence by the Nupes on Friday night, resulting in the final approval of the text .
The Social Security Financing Bill (PLFSS) was thus approved just in time, on the eve of the expiration of the 50-day review period established by the Constitution. Summary of the main measures of the text.
Deficit
From the abysmal record of 2020 (almost 39,000 million), the losses have been reduced, to less than 25,000 million in 2021. For this year, they were scheduled at 17,800 million. But the Assembly and the Senate voted on the government’s proposal for hospital expansions, in particular to deal with the bronchiolitis and Covid epidemics, bringing the projected deficit to 18.9 billion. By 2023, it should be 7.1 billion, if the government’s optimistic assumptions are confirmed.
Savings
The budget does not foresee any hospital planning, but it does provide savings of around 1,000 million in medicines, 250 million in analysis laboratories, 150 million in imaging and the same amount in complementary health insurance. However, in the face of the rebellion of drug manufacturers, the government withdrew in mid-October from certain measures that would limit them. The analysis laboratories remain against the requested puncture, and are on strike until Saturday.
Fight against fraud
Non-pension allowances can no longer be paid from 2024 to non-European bank accounts.
Tobacco
The average price of the package, currently 10.15 euros, should rise to 11 euros in 2024, depending on inflation. Tobacco taxes generate between 13 and 14 billion per year, against a cost of 20 to 26 billion euros for health insurance.
Prevention and sexual health
To fight against social inequalities in health, prevention consultations will be offered at key ages of life (20-25, 40-45 and 60-65). These meetings should also be “the place to identify sexist and sexual violence”, added the deputies. Emergency contraception will be free for all women, without a prescription.
The text also provides for making it possible to screen for certain sexually transmitted infections without a prescription for everyone and free of charge for those under 26 years of age. Mandatory three-year screening for sickle cell disease in newborns.
Vaccination
Pharmacists and nurses will be equipped with the capacity to prescribe vaccines. And midwives will be able to vaccinate more people.
Complementary Health
Access to complementary health insurance for young people and the elderly will be simplified, subject to conditions.
Teleconsultations
Work interruptions prescribed by teleconsultation by a professional other than the treating doctor or doctor seen in the last 12 months will no longer be reimbursed.
doctors
The internship for general practitioners will be extended by one year, with practices outside the hospital and “primarily” in the medical deserts – deputies from all sides advocated an obligation – to better train them in the liberal exercise and support their installation.
The text also provides for the extension until the end of 2035 of the possibility for doctors and nurses to work up to the age of 72 in hospitals, the exemption from old-age insurance contributions for liberal doctors in a combined employment and retirement regime, under a level income fixed by decree as well as the possibility of combining employment and retirement for health professionals in medical deserts.

Due to the lack of doctors on duty throughout the territory in the evening and on weekends, it is planned to extend the “permanence of attention” to nurses, midwives and dentists.
Provisional
Young caregivers will no longer be able to work temporarily as soon as they leave school, but must first work “in another framework”, salaried or liberal, “for a minimum period” to be set by decree. Temporary work is becoming more expensive for hospitals.
Ehpad and dependency
Some 3,000 nurses and nursing assistants will come to reinforce the staff of nursing homes, the first stage of a plan of 50,000 additional contracts until 2027. 4,000 additional places will be added in home help services.
Post-scandal Orpéa requirements on transparency and financial regulation of medico-social establishments and services have been completed. The national “floor rate” per hour of intervention of home help services rises to 23 euros in 2023.
Kids
The financial aid paid to families who have their child in the care of a nanny will be revalued, so that the rest of their dependents is the same as if the child had a place in a nursery.
Single parents will now receive financial assistance for childcare until they enter college, and no longer until the start of CP. And the minimum alimony paid by the CAF in the event of non-payment by the other parent will increase by 50%, from 123 to 185 euros per month.
