Only 10% of police and security guards have pay rises above 100 euros

The salary increase announced by the government for next year of about 104 euros, identical to that of technical assistants in the general civil service careers, will reach only a small proportion of employees in special careers reviewed at level 2 of complexity. , to entry-level positions, those with the lowest wages. The government had announced that special non-assessed careers of level 2 complexity would receive a salary increase of 104 euros, as would technical assistants.

In the case of the PSP and the GNR, the salary increase of about 100 euros will only concern two thousand police officers, that is, 8% of the approximately 20,000 professionals and 10% of the security guards, that is, 1500 of the universe about 23 thousand , according to calculations by DN / Dinheiro Vivo based on the executive decree approving the new Single Remuneration Table (TRU) and on data from the Union Association of Police Professionals (ASPP/PSP) and by the Association of Guard Professionals (APG/GNR ).

Specifically, in 2023, PSP agents and security guards of the first position will have a base salary excluding allowances of EUR 899.77, an increase of EUR 90.64 due to the general increase of EUR 52.11 and a jump in the salary level, which corresponds to another 38.53 euros. Professionals in second place in the table receive 955.37 euros per month, plus 107.7 euros, which is due to the additional 52.11 euros and the increase of a salary level, which translates into an additional 55.59 euros . From the third to the seventh position, in the case of the PSP, and to the eighth position, in the case of the GNR, the employees receive an increase of 104 euros, consisting of the sum of the increase of 52.11 euros plus the increase of 52.11 euros in the remuneration level. In these latter positions, the salary of a police officer and a security guard will amount to 1268.04 euros.

But few will benefit from an increase between 90 and 107 euros, representing a 9% to 11% increase, offsetting the rise in inflation, which is expected to reach 8.1% this year, according to the latest estimates from the Bank of Portugal.

According to ASPP/PSP’s analysis, “only real estate agents earn an additional 104 euros at the beginning of their career,” the president of that union, Paulo Jorge Santos, told DN/Dinheiro Vivo. The union leader explains that, “when you consider that a police officer of now six or seven years old is promoted to senior officer, the 104 euros will only be a reality for just over 1,500 police officers”. “All others (chief agents, coordinating agents, chiefs and officers) will receive a salary increase of 52 euros, which is clearly little given the expected inflation for 2023,” he criticizes. Paulo Jorge Santos also attacks the executive for “disrespecting the ASPP/PSP proposal to analyze the pay table from a structural point of view” and “copying what is stipulated in the social agreement for general careers, where the PSP unions have no have place”.

The president of the APG/GNR, César Nogueira, shares the same feeling of discontent, revealing that “only about 1,500 guards will receive a pay rise of 104 euros”. “Most of those who reach the third position will be automatically promoted to chief guard, that is, they will only receive more than 52 euros, so only those who entered the profession about three years ago will receive a decent increase,” he clarifies. César Nogueira notes another “injustice”: “Most of them get 52 euros, but the highest positions get higher pay rises, which can go up to 98 euros, in the case of general commander”. This happens because, according to the executive order, base salaries above 2612.04 euros now have a percentage increase of 2%, while salaries below that amount have a nominal increase of 52 euros. Like the PSP, the chairman of the APG/GNR fights the lack of negotiation with the guardian. “The guards feel cheated, there was no real negotiation, it was a pseudo-negotiation and the APG/GNR alerted the Ministry of the Interior”.

Despite the protests of the PSP and the GNR, the salary review file for special careers assessed at degree of complexity 2 has been closed. Other matters, such as the valuation of unassessed special careers and the simplification of the Integrated Public Administration and Performance Assessment System Public Administration (SIADAP), will be negotiated next year. In the case of the evaluation system, the Ministry of the Presidency, which oversees public administration, has already announced that it will change from semi-annual to annual.
