It is a tool that should simplify procedures for companies and their relationship with the administration. Launched on January 1, the single window is now mandatory for the creation, cessation of activity or modification of the status of a company.
These procedures, which add up to four million per year, were handled up to now by six networks of business procedure centers (CFE), including those of the chambers of commerce and industry, chambers of trades and crafts, chambers of agriculture, Urssaf, and in the infogreffe site of the commercial courts.
70,000 procedures processed every week
The one-stop shop should allow the creation of a national business registry (RNE), provided for by the 2019 Pact law, to replace the trade and business registry (RCS), but that covers craft, liberal and agricultural activities. Administered by the National Institute of Industrial Property (Inpi), the single window was launched at the beginning of 2022, but until now it had only been unique in name, the other centers having continued to exist in parallel.
At the Ministry of Economy we assure that everything is ready to go from 10,000 weekly procedures processed by the new counter to 70,000, after a gradual increase in load. The average processing time for a transaction was reduced from ten to “two or three days, which corresponds to the average time of the CFEs,” explained Bercy.
Initially, the most complex inquiries will go through the new counter, but they will continue to be answered by CFE employees whose staff have been maintained temporarily, while Inpi has hired 70 people to answer the phone and has planned a “center call overflow”. that it can receive 100,000 calls per week,” the ministry said.
“There will be problems”
The single window is far from unanimous among the main stakeholders. For François Hurel, president of the union of self-entrepreneurs who represent two thirds of company creations, stakeholders have not been consulted: “Have you ever heard a self-entrepreneur complain that it was complicated? I had never heard it.” myself … Never, never, never, despite the fact that the regime has existed since 2009. I don’t see anyone happy, ”he laments, lamenting that the formalities that the new system“ diabolically complicates ”.
Compared to the previous six online screens, auto-entrepreneurs will now have to go through 39 screens, he denounced. According to the ministry, this “is explained by the fact that the ergonomics of the Urssaf site favored giant screens”, while the new site opted for more successive but less equipped screens.
François Hurel also believes that setbacks will be inevitable. “The device creates difficulties and there will be problems,” the inter-ministerial delegate in charge of the file acknowledged two weeks ago in the Senate.
“The time spent typing is between two and three times greater”

In its general assembly on December 9, the National Bar Council, which represents lawyers, deplored in a resolution the “slowness, the difficulties in consolidating the different directories that prevent completion of the amending procedures,” as well as the “support documents requested unnecessarily by the portal”. .
