Public function: the Government wants to promote mentoring to increase diversity

Transformation and Public Service Minister Stanislas Guerini wants to promote mentoring to increase diversity in public service, he announced in a video.

The government wants to intensify mentoring in the public service with the aim of increasing social diversity, Transformation and Public Service Minister Stanislas Guerini said on Tuesday.

“I would like all people, regardless of their origin or social status, to be able to access the highest positions in the public sphere solely on the basis of their abilities. And for that we have a particularly valuable tool called mentoring, ”said Stanislas Guerini in a video broadcast at night in the National Assembly.

In this way, he responded to the 27 proposals presented to his ministry by the La Cordée association, created in 2016 by alumni of the ENA Equal Opportunities preparation, to increase social diversity among officials.

Currently, the mentoring concerns only 2,500 civil servants who pass on their knowledge and skills for two hours a month to a young person.

“A win-win approach”

This possibility is still “too little known, too little valued”, lamented Stanislas Guerini. However, “it’s a win-win approach,” he continued. “Obviously it’s an enrichment for the mentee. But obviously it’s also an enrichment for the mentor.”

He himself decided to accompany a Sorbonne student who wants to take public service competitions, Aminata Fadigua, sitting next to him in the video. He also asked his cabinet members to participate in that approach.

In the ministry, it was indicated to aim for the moment “rather at young people who are not in public service and who are wondering about their orientation.”

Ultimately, this could also affect civil servants just after taking office and “people in office but wanting to reorient themselves,” according to the same source.

The ministry wants to guarantee that the approach of the civil servants who participate in a tutoring action is “recognized in their professional career, in particular during the professional evaluation”. He also wants to “give a venue, so the mentor and the mentee can meet in one place”, instead of “find a bar or I don’t know where to meet”.

A practical guide will be distributed to help implement mentoring in public service. It was developed with the La Cordée association and the Mentorat collective, which brings together various associations working on the subject.

Stanislas Guerini also announced “a great communication campaign” to introduce young people to public service professions, as well as an “improved” training offer.
