Apart from Russia, the British Virgin Islands, Costa Rica, the Marshall Islands have also been included in this list. Established in 2017, it now includes 16 countries: American Samoa, Anguilla, Bahamas, British Virgin Islands, Costa Rica, Fiji, Guam, Marshall Islands, Palau, Panama, Russian Federation, Samoa, Trinidad and Tobago, Turks and Caicos, USA. US Virgin Islands and Vanuatu.
