Youth commitment contract lists 300,000 beneficiaries in a year

Successor to the Youth Guarantee scheme, the CEJ claims a rate of access to employment of 43% for its first 300,000 beneficiaries one year after its launch.

More than 300,000 young people away from employment have signed a Youth Commitment Contract (CEJ) since it was launched a year ago, with a rate of access to sustainable employment of 43% for the first beneficiaries, Elisabeth Borne announced this Friday. Among the first cohort of young people who entered in March 2022, 63% entered a job of one month or more in the 9 months after entry and 43% entered a contract of more than 6 months.

“The results are there”, greeted the prime minister at the end of a session of “Matignon youth meetings”, within the framework of the National Council for Refoundation (CNR) wanted by Emmanuel Macron. “The objective is that those who are further away can recover, gain confidence and be able to access a job,” he recalled.

More than 1,600 dedicated Pôle emploi advisers

Lasting from six months to one year, the CEJ took over from the Youth Guarantee for young people aged 16 to 25 (29 for disabled) who are not in education, employment or training, but also for those who have difficulties staying in -term employment.

The challenge of the CEJ is to provide intensive support of 15 to 20 hours of activity per week: training, immersion in companies, job search workshops… To avoid interruptions in the course, the CEJ continues if the young person accesses a training school. second chance, civic service, etc.

While the Youth Guarantee was only operated by the local missions, the CEJ can also be offered for adults by Pôle emploi, which has dedicated 1,660 advisors who can support a maximum of 30 youth each.

Young adults with little or no diploma are the majority

Among the 301,725 ​​young people who signed a CEJ as of January 31, 113,010 are supported by Pôle emploi and 188,715 by local missions. Non-graduates (44%) or those below the baccalaureate level (14%) are the majority, and 58% are between the ages of 18 and 21. Adults can benefit from a bonus of 300 to 500 euros depending on their tax situation. Minors receive 200 euros. In a logic of “rights and duties”, the young person must commit to participate in all actions.

During this meeting, Elisabeth Borne listened to high school and high school students and members of associations who spoke in particular about the need to strengthen internships in 3ème companies. “It caught my attention that young people are aware of the importance of access to work, which is the way to break with determinisms, to gain autonomy (…) I did not hear a rejection of work,” she commented.
