The goal of the Descrozaille bill is approaching. The text, which aims to rebalance trade negotiations between manufacturers and distributors, is about to be definitively approved by Parliament despite the Government’s reservations. After a compromise between deputies and senators, it was widely approved this Tuesday in the Senate and must be voted on on Wednesday in the National Assembly, before being promulgated in fifteen days.
Large distribution was fiercely opposed to the text. Evidence of the tension that has crystallized around him, has been further modified in the last few hours. After Bruno Le Maire’s pressure on BFMTV on Monday, the phone “got a little heated,” says a source familiar with the matter. The Minister of Economy has wanted the supervision of promotions of hygiene and beauty products to be limited to 50%, and not 34% as provided for in the text.

Parliamentarians decided that it would remain well capped at 34%, but agreed to a postponement of the application date to March 1, 2024. “We regret that the threshold is not raised to 50%,” he explains- We side with Bercy, al consider that in this period of high inflation “the right balance has not been found”. A ceiling also considered “irresponsible and inflationary” by the large distribution employers, the CDF.
For his part, the deputy Fréderic Descrozaille assures that he understands that the ministry is mainly concerned with the purchasing power of the French. He defends, however, a bill that is inscribed in a longer term and that, according to him, “will benefit companies in the coming years.”
