When will RSA beneficiaries have to do the 15 to 20 hours desired by Emmanuel Macron?

By the beginning of April, some twenty communities will experiment with the new monitoring of RSA beneficiaries with the obligation to carry out an integration activity. The Seine-Saint-Denis department withdrew from the project.

A law already postponed, experiments struggling to get going… The “big bang” of the RSA announced by Emmanuel Macron during his re-election campaign is taking time.

That was over a year ago. His succession candidate announced a new reform to aim for full employment during his five-year term.

“There will be an obligation to dedicate 15 to 20 hours a week to an activity that allows you to go towards professional insertion, be it insertion training, or employment and be better supported,” he announced on March 17, 2022. Yes, support is needed economic, but we must recognize the dignity of all, ask for a part of the effort -for all those who can- and duty and support”.

Faced with a “full employment” bill that the Minister of Labor Olivier Dussopt is currently working on, he has decided to experiment with these new devices that will be at the center of the strategy of the future entity France Travail that should bring the the current Pôle Emploi social services managed by the departments, but also the local missions and Cap emploi. In short, to become the one-stop shop for employment.

93 slams the door

Last December, the Ministry of Labor published the list of 19 municipalities that were going to test this new support for RSA beneficiaries. These are 18 departments (Pyrénées-Atlantiques, Nord, Bouches-du-Rhône, Aveyron, Creuse, Mayenne, etc.) and the Lyon metropolitan area.

Initially announced on the list, the department of Seine-Saint-Denis (93) finally indicated that it would not participate in the experiment. The president of the Department of the PS (the third nationally for the number of RSA beneficiaries with more than 99,000 according to the Court of Accounts) announced on Monday that he refused to participate in what he considers a “fictitious experiment.”

Following the controversy sparked last week by the interview with the Head of State, the President of the Departmental Council of Seine-Saint-Denis Stéphane Troussel evokes in the parisian “a bill tied in advance” and does not believe “in the government’s desire to create a real right to support for RSA beneficiaries given the repeated comments by Emmanuel Macron on the conditionality of social aid.”

If we will not have to count on Seine-Saint-Denis for feedback, the other territories are preparing to launch the new monitoring in early April.

These experiments will not affect all recipients of the RSA at the departmental level, but rather those of a circumscribed territory. Some 2,000 beneficiaries will be affected, such as those in the 5th and 7th districts of Marseille or those of the municipalities of Billère and Jurançon for the Pyrénées-Atlantiques. Initially, it will target new recipients of social benefits who will be automatically registered with Pôle Emploi, which is the case for only 4 out of 10 currently according to Olivier Dussopt.

“We are in the process of building this experiment – explains to France Bleu Béarn Annick Trounday, vice president of department 64 (Pyrénées-Atlantiques) in charge of integration and access to employment. We can start gradually in two hours, then gradually increase, it can be an internship in a sports, cultural or charitable association, so that the beneficiaries learn to give themselves”.

Although only 11% of RSA beneficiaries manage to find stable employment after seven years, the High Commissioner for Employment in charge of the project says that France Travail will have to contract to allow specific support.

“It starts with a reference for the course, a person with whom the RSA beneficiary will be able to exchange regularly and not three times a year, including emails”, explains Thibaut Guilluy in free lunch. So that means that instead of having one counselor per 100 people in a row, the experiment proposes strengthening staff to have a ratio of one counselor per 40-50 beneficiaries.

This new course for RSA beneficiaries will begin with an interview with a Pôle Emploi agent to establish a diagnosis that will lead to the signing of a PPAP contract for “Personalized project for access to employment”. It is following this contract that 15 to 20 hours per week will be offered to the beneficiary if deemed appropriate. The latter will be obliged to carry them out under penalty of sanction.

It is the president of the department of the beneficiary in question who will have to make the decision.

The effectiveness of the system will be measured by the end of 2024 and gradually rolled out to nearly 2 million RSA beneficiaries over the five-year period.
