Social benefits, end of the winter break, energy audit… what changes from April 1, 2023

This 1.6% increase also affects the AAH (disabled adult allowance) which went from 956.65 to 971.96 euros per month, an increase of 15.30 euros.

The decision was made on March 24 during a meeting of the Unédic board of directors. “This follows a collective initiative by the unions which, faced with galloping inflation and the declining purchasing power of job seekers, requested and obtained this reassessment,” Force Ouvrière greeted in a press release.

As of April 1, an energy audit will be mandatory in mainland France to sell a single property considered to be a thermal sieve (F or G label). This measure will apply in the overseas departments and regions (DROMs) from July 1, 2024.

This audit includes, in particular, a general inventory of the property, an estimate of the performance of the building -based on the DPE- and proposals for energy rehabilitation works. It must be given to the potential buyer on the first visit and included in the sales promise. Its purpose is to inform the potential buyer, so that they integrate this work and its cost into their purchase program. It must also contain at least two scenarios of work proposals to be carried out to improve the energy performance of the property in question.

• Payment of the energy check

The energy check will be finally paid on April 21, 2023 and not from March 31. This delay is due to an “exceptional workload”, the distribution of this aid for the payment of energy bills will be postponed “a few weeks”, explained the Ministry of Energy Transition.

• Usury rate raised to 4.24% for housing loans

The usury rate, which sets the upper limit for new loans, will rise on April 1 from 4.00% to 4.24% for fixed-rate mortgages with a term of 20 years and more.
