Green industry: 29 proposals presented at Bercy to decarbonise the industry

Invited to BFM Business on Monday, the Renaissance parliamentarian Guillaume Kasbarian, coordinator of the “green industry” bill, revealed the general lines of the text presented on Monday in Bercy.

Financing of carbon footprints or decontamination of industrial wastelands, private green savings: elected officials and industrialists presented a series of proposals on Monday to build the future bill on “green industry” that the Government wants to present before the summer.

They presented Bercy with 29 proposals from the five working groups made up of industrialists and legislators for the preparation of this text, aimed at promoting a low-carbon reindustrialization of the country and fighting against the greater competitiveness of the United States since the announcement of the anti-inflationary plan Joe Biden, while fighting global warming, pollution and urban sprawl.

For Guillaume Kasbarian, Renaissance deputy for Eure-et-Loir and coordinator of the “green industry” bill, the “first challenge is to push companies to relocate, put production lines back in France, in the territories, and the second challenge is to decarbonise the industry,” he told BFM Business.

Towards quotas for women in preparatory classes?

The application of this text, which aims to promote industrial employment, especially among women. “It is by working with girls from a young age, explaining to them that they are legitimate and appreciated in the world of industry that we will be able to encourage them”, underlines the deputy, a guest of good afternoon business this Monday.

The text also wants to shorten the procedures to authorize the establishment of sites, which will have to be done “at zero cost for public finances,” Bercy warned upstream.

In particular, it has a reallocation of unused funds in the France 2030 investment plan in the form of subsidies or tax credits that allow manufacturers to decarbonise.

The new sectors to promote are batteries, metals, hydrogen electrolyzers, heat pumps, next-generation nuclear, photovoltaic and wind energy, carbon capture, semiconductors and electrical networks.

A first reading of the possible text “this summer”

In order to finance these measures, a reduction in tax benefits is foreseen, in particular, via the increase in certain reduced rates of the internal tax on the consumption of energy products (TICPE) or the penalty for the most polluting vehicles, and the abolition of the duplication of research tax credit (CIR) aid for young doctors.

Products are also offered to direct private savings towards ecologically virtuous projects.

If the text will be a bill, it is couples of deputies and businessmen who have cleared the ground. The presidential camp, which does not have an absolute majority in the Palais-Bourbon, will have to convince beyond its seats for the text to be approved, Prime Minister Elisabeth Borne having promised to no longer resort to 49.3 outside the budget.
