Civil servants continue to lose purchasing power. In January of this year, the average gross monthly wage, excluding subsidies or allowances, increased year-on-year by 4.5% or 70 euros from 1549.6 euros to 1619.6 euros, while it actually grew by 7.8% or 120 euros. 9 euros should have grown to 1670.5 euros to compensate for the annual average inflation rate of 7.8% recorded in 2022. There is thus a real monthly wage decrease of 51 euros or 3.3%, according to Dinheiro Vivo’s accounts based on data from the General Directorate of Administration and Public Employment (DGAEP) published this Monday.
DGAEP statistics already take into account the nominal salary increase of EUR 52.11 paid at the beginning of the year to all civil servants with gross monthly salaries up to EUR 2612.03 or 2% for higher salaries, as well as the career valuations they receive another 52 .11 gave euros, for a total of 104.22 euros, to technical assistants, senior technicians and operational assistants with more than 30 years of service. The statistics office’s accounts are also updated with regard to the increase in the entry salary in the state, which went to 761.58 euros, i.e. separate from the minimum allowance of 760 euros.
However, it does not yet reflect the effect of the additional 1% salary increase for all employees that will be paid this month with retroactive effect to January. The Public Administration Remuneration Basis (BRAP) will also jump from the current EUR 761.58 to EUR 769.2.
Employment reaches a new record and rises to 745,642 employees
In the first three months of the year, public sector employment was 745,642 jobs, a new record since 2011, the start of the series recorded by DGAEP. For example, compared to the previous decade, there are 17,941 more workers in the state, which corresponds to an increase of 2.5%.
Still, government employment growth over the past year and compared to the previous quarter, from October to December 2022, has slowed: year-on-year growth of only 0.7%, translating into 4,942 more jobs; and compared to the end of the year, it increased by 0.5%, bringing 3,448 more civil servants.
The annual increase of 0.7% is mainly due to the strengthening of the local administration, with 4548 additional jobs, which, together with the positive variation in the regional administrations, offsets the slightly negative variation in the central administration, which created 252 fewer jobs. registered, more than compensated. according to DGAEP. In the municipalities, the increase in employment compared to the previous year mainly comes from senior technicians, a category for which 1,176 workers were recruited, and from representatives of the legislature, who recorded an increase of 1,130 jobs.
The central administration, on the other hand, lost 2153 armed forces jobs, but gained 1469 civil servants, mainly higher education teachers on fixed-term contracts, in the organic units of education and research, and 714 additional security forces agents, namely GNR guards.
