Employment of the elderly: Olivier Dussopt expects an agreement “by the end of the year”

The Government hopes that the social partners can reach an agreement on the issue of employment for the elderly “before the end of the year,” Labor Minister Olivier Dussopt said on Tuesday, assuring that he wanted to give them “great latitude.”

The Government wants to “advance” in the labor file of senior officials and hopes to reach an agreement “at the end of the year.” “Beyond the issue of pensions (…), there is the need to advance in the work of the elderly,” said the Minister of Labor, Olivier Dussopt, during a press conference on Tuesday.

In mid-April, the Constitutional Council censured provisions of the pension reform in this regard, the “CDI seniors” and the “index seniors”. The Minister recalled that since these measures were challenged, the executive has proposed to the social actors that this issue be a “priority” and be the subject of opening negotiations with a view to a national interprofessional agreement (ANI).

“A Great Latitude”

He highlighted “a great deal of freedom” given to the social partners, noting that the guidance document could be “extremely open and not ‘constrictive’ at all”.

Olivier Dussopt recalled that a bill is “planned for the beginning of 2024 with the main objective of being a tool to transpose the ANI”, including that of the elderly if it is successful.

Working conditions and professional development.

In addition to the index, which he defended as a “useful” measure, the minister cited among the possible topics for discussion the issues of working conditions, career development, burnout prevention, access to training for employees over 50 or in transition professional.

“We want all areas to be addressed by the social partners. They are ready? It is difficult to speak for them, but they have all agreed that the issue of employment of the elderly is crucial and that there was a possible field for discussion, ”she said. .

Asked about the employers’ request to exempt the elderly from unemployment insurance contributions, the minister said he was “not convinced” that this was the best tool, pointing to a risk of “unexpected effect.”
