This is one of the few quantified objectives that Gabriel Attal gives as part of the presentation of his plan against social fraud. During the first five-year term of Emmanuel Macron, the number of adjustments, that is, the fraud that we identified, increased by 35%.
The member of the Government recalled in particular that the fraud to social benefits was valued at around 2,800 million euros by the National Fund for Family Allowances.
Act with the Vitale card
Gabriel Attal also returned to one of the strong measures of his plan against social fraud: the merger of the Vitale card with the identity card. He noted that 2.3 million Vitale cards were deactivated during Emmanuel Macron’s first five-year term. They could be, for example, duplicates, as in the case of people who were in the Social Security Regime (RSI) for self-employed workers and registered in the general regime. “There are still 942 excess vital cards left,” he said.
According to the Minister, today a problem persists regarding the famous green card: its use by people who do not have the right to be reimbursed. He mentions the case of people who come to France for treatment and use a Vitale card that is not theirs and that is lent to them, a fraud facilitated by the fact that certain old cards do not have a photo.
Regarding the entry into force of this merger, Gabriel Attal explained that the change will not take place “overnight” and that “this project should only result in concrete difficulties for the French […] while there are still difficulties in obtaining identity documents.” “It is possible in Belgium or Portugal, but it will only be possible when the delays have returned to normal,” he said. Thus, a prefiguring mission will be launched this summer to determine before the end of year schedule and possible methods.
