Fraud in the allowances paid by the Family Allowance Funds reached a “record amount” of 351.4 million euros last year, 13.5% more than in 2021, the National Fund for Family Allowances (Cnaf) reported on Monday. ).

The CNAF has 700 auditors and 30 new auditors from the National Service to Fight Fraud in the Games (SNLFE), hired since 2021 to supervise this system “largely based on the declarations of the beneficiaries,” he adds.
Thus, in 2022, 32.4 million controls were carried out, which have made it possible to detect, in particular, “48,692 cases of individual fraud”, specifies the Cnaf, which paid a total of about 99,000 million euros in aid to 13.6 million beneficiaries.
The average damage amounts to 7,217 euros, according to the Cnaf, which confirms that it is indeed fraudsters who act knowingly, and not errors on the part of the beneficiaries.
In detail, the Active Solidarity Income (RSA) concentrates 60% of fraud. They are followed by the activity bonus (13%), the housing aid (12%) and the disabled adult subsidy (3%).
The Cnaf announces the results of the new SNLFE teams, which track fraud in organized gangs and operate at the national level, when the Cafs carry out controls at the departmental level.
7,800 controls carried out in 2022
SNLFE researchers carried out 7,800 checks in 2022 to verify that RSA recipients met the residence conditions (live nine months a year on French territory). “Of these checks, 69.4 million undue checks were detected (amounts received by recipients when they should not be), of which 58% were fraudulent.”
The checks also made it possible to correct rights amounting to 1,360 million euros: 985 million euros paid in excess by the Cafs and which they recover, without establishing their fraudulent nature. On the contrary, Caf returned 378 million euros to the beneficiaries.
As part of the national plan to combat social fraud announced by the government at the end of May, Caf will strengthen its methods of action in the coming months.
