Pensions: new consultations for a bill “before the end of winter” announces Elisabeth Borne

The government will open a new round of consultations on the pension reform, with a view to adopting a bill “before the end of winter,” Elisabeth Borne told AFP on Thursday, after a meeting at the Elysee with the majority.

“We opted for dialogue and consultation” with the social partners and political parties, declared the Prime Minister, before a national day of union mobilization, adding that she would like “the entry into force of the reform in the summer of 2023 ”. .

In this perspective, Mrs. Borne asked the Labor Minister, Olivier Dussopt, “to start negotiations next week” with business and trade union organizations, as well as with “parliamentary groups”.

Several days of procrastination.

On the query menu are the “long-career regimen”, taking into account “those who have had difficult jobs”, “prevention of burnout at work”, “subjects of end-of-career development, and transition between employment and retirement”, “the employment of older people and the fight against discrimination of which older people may be victims”, “special schemes”, “the revaluation (to 1,100 euros, Editor’s Note) of the minimum pension for people who have had a complete career and, “in general, the adequacy of the parameters to ensure the financial balance of the system”, detailed the President of the Government.

This decision puts an end to several days of procrastination and divisions within the majority itself on how to start this pension reform, which provides in particular for a “gradual postponement of the retirement age four months a year, up to 65 years in 2031” . Mrs. Borne recalled.

Method

If the Head of State has repeatedly reaffirmed his desire to apply the reform in the summer of 2023, the method was discussed: is an amendment to the Social Security Financing Bill (PLFSS) examined in October in the Assembly? , the most controversial way? A step through a corrective PLFSS in January? Or an ad hoc bill?

This last option seems, therefore, favored at this time by the Executive… on the condition of being able to open the consultations, while the unions and a large part of the political opposition are opposed to the postponement of the retirement age.

“There are important issues on which we want to open the discussion and that is why we put ourselves in a hypothesis where we can make a consultation”, answered Mrs. Borne, affirming that she wanted to “take advantage of the next few weeks to rest the challenges” of the reform.
