The High Authority for Health (HAS) on Friday, December 13, deplored an “instrumentalization for controversial purposes” of its ongoing work supporting people in gender transition and called for the confidentiality of its discussions to be respected.
“Persons who assist the HAS” in developing future recommendations on the transition of transgender people “are subject to an obligation of confidentiality,” the HAS recalls in a press release.
They are required “not to communicate about the content of the debates and not to distribute the working documents given to them,” he added.

It ensures, among other things, that “hormonal treatment and its follow-up, in trans minors between 16 and 18 years of age who have completed puberty, follow the recommendations of adults.”
An “instrumentalized” document
In its press release, the HAS regrets that the working document is “exploited for controversial purposes to the detriment of interested parties.”
The document “is not definitive” and must still be the subject of several stages of deliberation before being adopted, he indicated, specifying that it was commissioned “by the Ministry responsible for Health” to “prepare the first recommendations on the Transition path for people transgender.”
It is currently subject to “an expanded critical rereading” by a reading group, before returning to the working group that “will write a new version,” the health authority said.
Then it will go to the commission of “recommendations, relevance and indicators” and, finally, to the HAS college, indicated the High Authority. The final publication is expected “in the first half of 2025, at the end of its rigorous development and validation process,” he added.
Recalling his working method, which is based on the “critical analysis of scientific literature” and the use of “experts”, he emphasizes that “to be carried out successfully, this methodical process must be developed in a calm and peaceful atmosphere.” .
Possible “legal consequences”
The HAS had already filed a complaint against a working group on the issue.
She is also immersed in a legal battle with the Juristas por la Infancia association, close to Manif pour tous, which wants to force her to publish the names of the members of this group.
“Following the disclosure of this working document, the HAS will consider any measures to take, particularly in the legal field,” he warns.
The HAS recommendations are good practice recommendations aimed at caregivers “to optimize and harmonize their practices and their organizations,” the authority summarizes on its website.
