The debates resume in the Assembly on a bill against “medical deserts”, backed by local elected officials and patient associations, but fight for opposite doctors to their flagship measure: the regulation of their installation in the territory.
The deputies will resume their work in the first reading this Tuesday or Wednesday in this text in large part transpart, more than 250 co -firming ranging from LFI to almost a third of the LR group, but flammable.
Released in 2022 by the socialist Guillaume Garot, the transparty group succeeded in early April to have the key article that regulates the installation of doctors in the territory.
This broad vote (155 against 85), but before a limited number of deputies, makes it difficult to predict the final vote, probably on Wednesday. It will depend a lot on mobilization as an extended weekend approaches.
The hostile executive to regulation
Before establishing, liberal doctors or employees must request the approval of the Regional Health Agency. It would be right in an area that is missing in caregivers, but in the best provided territories, the doctor could only be established when another goes.
A “territorial indicator” taking into account “medical time available by the patient” and “the demographic, health and socioeconomic situation of the territory”, would be used to enclose regulation, which would only refer to “13% of the territory” according to their supporters.
A “cornerstone of a truly effective policy” insists on the transparty group. But a Casus Belli for many doctors, including students and medical interns, which were demonstrated at the end of April.
“It is not freedom of installation that endangers access to attention” but “the structural shortage of doctors (and) the lack of attractiveness of the liberal sector,” according to a statement of the union of young doctors on Monday.
On the contrary, more than 1,500 local elected officials called on Sunday at the gallery to vote the text before the “strong expectation” of its citizens.
The transparty group argues that the regulation and increase in the number of doctors must go together. Like the other articles that will defend this week: in particular to eliminate the increase in the moderation of the ticket in the absence of a doctor or restore the obligation to participate in the permanence of care.
In case of adoption in the assembly, the text will have to continue its transport in the Senate when finding space in the calendar, probably from fall.
And without the support of the Executive, hostile to regulation. He presented his own plan, whose flagship measure announced by Prime Minister François Bayrou would be imposed on professionals up to two days a month of consultations in priority areas.
