PS wants to spend gross income to IRS for access to rent support

The amendment rule for access to income support proposed by the PS maintains the constant version in the interpretive dispatch of the decision, taking into account gross income in IRS and not just the income tax base.

Early this Thursday afternoon, the Socialist parliamentary leader, Eurico Brilhante Dias, announced that his bank has included a clarification rule on the issue of access to income support, as part of the amendments it is proposing to the series of government diplomas on housing.

The decree law that sets the rules for granting leasehold support stipulates that the annual income to be taken into account is “the total income calculated by the Tax and Customs Administration (BT) for determining the rate”, i.e. the taxable income.

However, the decree of May 31, which was signed by the Secretary of State for Taxation, takes as the basis for calculating this aid gross income – the taxable amount, plus specific deductions -, to which is added other taxable income special allowances, such as alimony or capital gain.

This version immediately drew opposition from Bloco de Esquerda, PSD, PCP and Chega, as it narrows the universe of citizens who may be entitled to income support.

Faced with this controversy, the PS is now submitting an amendment aiming to fix the interpretation of the decree-law on the concepts of annual income and average annual income referred to in the government diploma.

For the PS, the concepts of annual income and average annual income should be understood as the income considered for determining the applicable general IRS rate, the specific deductions from the IRS income considered for determining the rate , as well as the income taken into account for the purposes of special rates”.

For the journalists, Eurico Brilhante Dias argued that “when the income support was offered, the government defined a support target, a universe of families and additionally an expenditure to support this group of families”.

“Today we know that about 185,000 families have already received income support – so the target of supporting the most vulnerable has been met – and we know that the budget entry of about €240 million in expenditure will be met,” he claimed. .

On Wednesday, the Bloco de Esquerda and the PSD announced that they would like to hear in parliament the ministers of finance, Fernando Medina, and of housing, Marina Gonçalves, about the government’s report on rent support.

In turn, Chega announced that it had asked the Ombudsman to “promptly issue an opinion” on the “constitutionality and legality” of the Treasury Department’s rent support decision and questioned the government on the matter.

The PCP also this Thursday asked the Finance Minister if he confirms that he has issued guidance for a cut in income support, as if true, it is an unfair and illegal measure that goes against the decree-law approved by the government.
