As for the government, “in the exercise of the guardianship function of shareholder/management”, the report calls for strengthening “the channels for institutional relationships between the government and public sector companies”.

Government should improve document classification processes (and related document management processes) to ensure that documentation is properly classified, by government offices and between them and businesses with proper classification and, where applicable, with required document security guarantees.
