Marcelo proclaims Council of Portuguese Communities diploma, but ruins it

The President of the Republic proclaimed this Saturday the diploma of the Council of Portuguese Communities, but the text is damning. According to Marcelo Rebelo de Sousa, “it was a largely missed opportunity”.

A statement on the presidency’s website said the diploma “introduces some positive innovations”, but that Marcelo finds them “timid”. He justifies the decision to enact it by saying that “it makes sense not to punish our fellow citizens scattered around the world, everyday heroes, and who have waited and hoped for greater national recognition, by not applying the improvements adopted. to fit”.

But Marcelo believes that “the diploma is far from what could be expected of it, thirty years after the creation of the Council”, as this should be a “diploma of national consensus and it was not in Parliament”.

As negative aspects, the President points out: “It is far, in the number of advisers, in the refusal of the electronic voting test, in the immediate definition of more ambitious means of action, in the relationship with new or renewed structures in the Communities”

And to sum it up: “Basically, it was largely a missed opportunity.”

Marcelo had already said in statements to RTP and TVI on a beach in the Algarve where he spends his holidays that he was going to receive the diploma “with a certain pain in my heart” because “something could still be done about it”.
