Stanislas Guerini promises a new law to reform the civil service

Civil Service Minister Stanislas Guerini announced on Friday that he was working on a bill to reform the civil service again, which would allow for the introduction of greater profit-sharing in the remuneration of civil servants.

“I will present a bill on some essential principles,” he said during his back-to-school speech at the Lyon Regional Institute of Administration (IRA).

Its objective will be “to better reward the merits of the agents, promote and facilitate mobility in the public service and put skills at the center of training,” he explained. The Minister of the Civil Service, however, did not specify the planned schedule.

“Fluidify” professional careers

The last major civil service reform law, approved by the current Labor Minister, Olivier Dussopt, dates from 2019. Denounced by the unions, it facilitated the use of contract agents in the public sector and laid the foundations for the reform of the high public office. service.

The bill announced this Friday could be an opportunity to introduce a higher dose of profit-sharing in the remuneration of 5.7 million civil servants. Stanislas Guérini also intends to use it to “fluidify” professional careers, making the promotion system for public officials more flexible and favoring their transition from one side (hospital, territorial or state) to another of the public service.

Protection plan for public officials

In his speech in Lyon, Stanislas Guerini also announced the deployment “in the coming weeks” of a protection plan for public officials, after the riots at the beginning of the summer following the death of the young Nahel.

“The first thing that public employers owe to their agents is physical protection,” he said.

“That is why we will deploy an ambitious protection plan in the coming weeks to improve the physical protection of public officials.”

The Government specifically provides for “strengthening functional protection” (provided by public employers) to agents who are victims of threats or attacks, reinforcing alert systems and improving support for agents. Thus, one path under study would consist of facilitating the presentation of complaints by the administration on behalf of the agents affected by the violence.
